COMMUNITY DEVELOPMENT DIRECTOR'S REPORTS AND RECOMMENDATIONS: <br />Vector Control Program <br />Res. No R-43-87 <br />Community Development Director Aguilera reported on the Vector Control <br />Program sponsored by the San Bernardino County Department of Environ- <br />mental Health Services, and established by the County Board of Super- <br />visors on November 26, 1986, pursuant to the "Vectors Power Law". Mr. <br />Aguilera said the City of Colton now has the opportunity to be included <br />in the Vector Control Program, which will essentially mean that a bene- <br />fit assessment on all developed parcels, ranging from $2.00 to $7.00, <br />will be billed on the County Assessors tax roles. This benefit assess- <br />ment will cover the cost of an intensified vector control program that <br />will be designed to meet the sepcialized vector control needs in Colton. <br />The services will be expanded under the new funding source to include <br />more abatement services, such as professionally applying and monitoring <br />pesticides and bait, free of charge to residents; also, inclusion in <br />the County -wide vector control program ensures funding source for vector <br />control in Colton and avoids volatility in control efforts as well as <br />potential increases in disease producing vectors, such as rats, mos- <br />quitoes, cockroaches, etc. <br />Mr. Aguilera stated the County Department of Environmental Services <br />will work with City Staff to further develop vector control strategy <br />that fits the individual needs of Colton, and if the City Council wants <br />to stop its participation in the County Vector Control Program, a reso- <br />lution to that effect is the only requirement. <br />Mr. Aguilera concluded Staff recommends support of the City utilizing <br />benefit assessment financing through the San Bernardino County Vector <br />Control Program, and adoption of Resolution No. R-43-87. <br />Moved by Councilwoman Cisneros, seconded by Councilman Rios, to approve <br />Staff's recommendation and Resolution No. R-43-87. Unanimous vote. <br />RESOLUTION_ NO. R-43-87 - RESOLUTION CONSENTING TO THE INCLUSION OF THE <br />TERRITORY OF THE CITY IN THE TERRITORY OF THE <br />SAN BERNARDINO COUNTY VECTOR CONTROL PROGRAM <br />ESTABLISHED PURSUANT TO CALIFORNIA GOVERNMENT <br />CODE SECTION 25842.5. <br />POLICE CHIEF'S REPORTS AND RECOMMENDATIONS: <br />Taxicab Ordinance <br />Police Chief Connolly reported on the proposed taxicab ordinance which <br />would include changes in the areas of a required annual taxicab in- <br />spection; updating the insurance requirements of the carrier and re- <br />quiring the City to be named as additional insured; update of the fee <br />requirements; tightening up of the carriers responsiveness to complaints <br />from users of the service; and criminal history check of all drivers <br />5 <br />
