Proposed Ordinance <br />Architectural Srvcs. <br />Mr. Aguilera pointed out the tremendous increase in the rate of growth <br />for all types of development being experienced. Mr. Aguilera reported <br />the Council recently changed the procedures that govern the city's design <br />review process by according the Planning Commission a greater role in <br />such review. Mr. Aguilera stated staff feels this has improved the <br />quality of new construction as it relates to aesthetics and beauty; <br />however, there is always room for improvement and staff is now suggesting <br />that a professional architect be added in an advisory capacity. Mr. <br />Aguilera said the architect would be used on projects that are important <br />because of their size or location, or because the applicant's proposed <br />submittal does not enhance the beauty, livability or prosperity of the <br />community --simply not of benefit, appearance—wise, to our city. <br />Mr. Aguilera said staff is now proposing to actively seek proposals <br />from local architect firms to provide a plan checking/architectural <br />review service for the Community Development Department. It is <br />envisioned that more than one architectural firm would be selected <br />depending on their expertise in residential, commercial or industrial <br />buildings, and that the person working for the city in this arrangement <br />would be known as the "City Architect". <br />Mr. Aguilera stated if Council concurs with staff's proposal, a motion <br />to instruct staff to prepare an ordinance regulating these procedures, <br />to request proposal for the services of a city architect and further, <br />to allow the City Manager to enter into a contract the the selected <br />architectural firm(s) is recommended. <br />Council inquired whether or not the addition of the architect would cause <br />a bottleneck in the Design Review Process; when would Council have <br />an opportunity to review the proposed ordinance; will staff go out <br />to bid for the architect. <br />Mr. Aguilera responded that he did not expect the architectural review <br />to take more than one week; the ordinance will come to the Council at <br />the near future as a proposed first reading, and the City will solicit <br />Request for Proposals. <br />Moved by Councilwoman Cisneros, seconded by Councilman Rios, to approve <br />staff's recommendation as outlined by Mr. Aguilera. Unanimous vote. <br />CITY MANAGER'S REPORTS AND RECOMMENDATIONS: <br />CLOSED SESSION: <br />City Manager Benest reported the City Council would adjourn to Closed <br />Session after the business of the Redevelopment Agency. Mr. Benest <br />announced the Closed Session pursuant to Government Code Section 54956.8, <br />to give instructions regarding negotiations with multiple property <br />owners concerning property at the southwest corner of San Bernardino <br />0 <br />
