Mr. Benest reported this new position of Program Specialist was approved <br />in the 1987-88 Budget for the Human Services Department. Major responsi- <br />bilities will include the development of contract service programs and <br />classes; teen senior and tiny tot programs; coordination of special <br />events; preparation of publicity and promotional materials; coordination <br />of the Community Newsletter; and assisting with grant development. <br />Mr. Benest advised the classification would be placed in the General <br />Unit. The Salary Range is 18.0 ($1618-1968), the range is approximately <br />10% above that of the Facility Coordinator Classification. <br />Mr. Benest recommended adoption of the job description and Resolution <br />No. R-110-87. <br />Mayor Gonzales asked if anyone present desired to speak on this matter. <br />Upon no one stepping forward, on motion of Councilwoman Cisneros, <br />seconded by Councilman Rios, the Public Hearing was terminated. <br />Vote was unanimous. <br />Moved by Councilwoman Cisneros, seconded by Councilman Rios, to approve <br />Sob Description for Program Specialist and adopt Resolution No. R-110-87. <br />Unanimous vote. <br />RESOLUTION NO <br />R-110-87 - A RESOLUTION OF THE CITY COUNCIL OF THE CITY <br />OF COLTON AMENDING RESOLUTION NO. R-60-87. <br />COMMUNITY DEVELOPMENT DIRECTOR'S REPORTS AND RECOMMENDATIONS: <br />Ordinance No. 0-13-87 <br />Community Development Director Aguilera reported staff is proposing <br />that Ordinance No. 1305 be repealed due to the conflict between this <br />ordinance which is enforced by the Building Division and the Zoning <br />Ordinance which is enforced by the Planning Division of the same <br />department. <br />Mr. Aguilera advised the area of conflict has to do with the definition <br />of the words fence and wall. Mr. Aguilera stated the Electric <br />Department has requested a subsection to prevent homeowners from <br />fencing the area around electric meters. All in all, the changes are <br />minor and staff foresees no problems with implementation and acceptance <br />from the public; therefore, staff recommends that Ordinance No. 0-13-87 <br />be approved and full reading waived. <br />Moved by Councilman Rios, seconded by Councilwoman Garcia, to approve <br />Ordinance No. 0-13-87 and waive full reading.
