City Attorney Edwards read Mayor Gonzales' memorandum regarding review <br />of the City's position on the Rialto Tire Burning Plant, stating that <br />the Counties of Riverside and San Bernardino, and the Cities of River- <br />side, Grand Terrace, Fontana, Big Bear Lake, Palm Springs, Moreno Valley, <br />and Redlands have formed a group to oppose the proposed Plant. Mr. <br />Edwards said it is anticipated that the Cities of Coachella Valley <br />and Loma Linda will also be joining. <br />City Attorney Edwards continued the group has agreed to retain special <br />counsel of Best, Best & Krieger to bring a lawsuit against the appro- <br />priate parties to stop the proposed project. Mr. Edwards advised that <br />Colton and the six smaller cities will each pay $5,000 for fees and costs. <br />Mr. Edwards then referred to correspondence written by Senator Ruben <br />Ayala to Attorney General John Van De Kamp expressing concern over the <br />health risk to the citizens from a project of this nature. <br />Mayor Gonzales stated he has received many telephone calls opposing the <br />construction of this plant in our immediate area, and stated he would <br />recommend that Colton join the other cities in opposing the Garb Oil <br />Power Plant, and adoption of Resolution No. R-11-87. <br />Moved by Councilwoman Cisneros, seconded by Councilman Rehrer, to ap- <br />prove Resolution No. R-11-87. Unanimous vote. <br />RESOLUTION NO.—R-11-87 - A RESOLUTION OF THE CITY COUNCIL OF THE CITY <br />OF COLTON AUTHORIZING FILING SUIT OPPOSING <br />RIALTO TIRE BURNING PLANT AND AUTHORIZING <br />FUNDS THEREFOR. <br />Boards & Commissions <br />Mayor Gonzales referred to his memorandum regarding appointments to <br />the Civil Service Board, Cemetery Commission, and Utilities Commission, <br />stating nominations from the Council would be in order. <br />Councilman Rehrer asked if this matter could be continued to the next <br />regular Council Meeting. <br />On Council consensus, the appointments to Boards & Commissions was con- <br />tinued to the next regular Council Meeting, February 3, 1987. <br />PUBLIC HEARINGS: <br />Landscaping & Lighting Maintenance District No. 1 <br />Res. No. R-12-87 <br />Mayor Gonzales declared the Continuation of the Public Hearing. <br />City Clerk Ramos submitted the Affidavit of Posting the Continuance <br />and reported that no protests or objections had been received. <br />3 <br />
