Director of Public Works John Hutton stated the public hearing concerns <br />the inclusion of Annexation No. 5 to Colton's Landscaping & Lighting <br />Maintenance District No. 1, and had been continued in order to allow <br />Presley of Southern California time to complete the requirements set <br />by Engineering before the City accepted the Tracts into the Landscap- <br />ing & Lighting Maintenance District, and Presley has now completed <br />those requirements. All property owners have been notified of the public <br />hearing as required by Resolution No. R-146-86. <br />Mr. Hutton concluded Staff recommends approval of Resolution No. R-12- <br />87, if there are no protests or objections heard. <br />Mayor Gonzales asked if anyone present desired to speak on this matter. <br />Mr. John Longfield, 1809 Cottonwood St., Colton, asked the location of <br />the District, and if it was near the development where he lived. <br />Mr. Hutton described the location, stating it was not near the develop- <br />ment where Mr. Longfield lived. <br />Moved by Councilman Rehrer, seconded by Councilwoman Cisneros, the <br />Public Hearing was terminated. Unanimous vote. <br />Moved by Councilwoman Cisneros, seconded by Councilman Rios, to approve <br />Resolution No. R-12-87. Vote was unanimous. <br />RESOLUTION NO. R-12-87 - <br />STAFF REPORTS <br />RESOLUTION OF THE CITY COUNCIL OF THE CITY <br />OF COLTON ORDERING ANNEXATION NO. 5 TO THE <br />CITY OF COLTON LANDSCAPING & LIGHTING MAINTE- <br />NANCE DISTRICT NO. 1, CONFIRMING THE ASSESS- <br />MENT AND DIAGRAM AND ORDERING LEVY AND COLLEC- <br />TION OF SPECIAL ASSESSMENTS FOR FISCAL YEAR <br />1986-87. <br />Options for Mobilehome Park Rent Review <br />Director of Community Development Jaime Aguilera reported from his <br />memorandum regarding options for mobilehome park rent review, stating <br />that although Proposition N, the rent stabilization initiative, was <br />defeated in the November election, the alleged problem continues to <br />exist at the Lake Cadena Mobilehome Park. Staff was instructed to in- <br />vestigate different options for reviewing or regulating rents at that <br />Park, and, consequently, contacted several cities and reviewed differ- <br />ent alternatives which are currently used throughout Southern California. <br />Mr. Aguilera continued Staff also held a meeting with the park owners, <br />and a second meeting was scheduled with the park owners and residents, <br />however, the owners were unable to attend. Mr. Aguilera advised that <br />another meeting has been scheduled for Friday, January 23, 1987. <br />C9 <br />
