Hage advised that the cities of Barstow and Moreno Valley have long <br />term lease guidelines that they follow. Mr. Hage said an ordinance and <br />rent review commission, if adopted, would be going against the voters <br />of the City and those that voted against Proposition N. <br />Mr. Hage said the owners and residents of Lake Cadena Mobilehome Park <br />are scheduled to have a meeting on Friday, January 23, 1987, and asked <br />that the City Council wait until after that meeting to make a decision, <br />and see what the outcome might be. <br />Mayor Gonzales stated the City is aware that other mobilehome parks have <br />not had the rent gouging that Lake Cadena has experienced, and after <br />several meetings with the residents of Lake Cadena it was evident that <br />Lake Cadena had a much higher percentage of rent increases. Mayor <br />Gonzales said an ordinance takes two readings before adoption, and <br />possibly, in the interim, other changes or alternatives could take <br />place, however, he thought it was important to get something started. <br />Mr. Frank Rebollo, 2851 La Cadena Drive, Space 11225, Colton, spoke to <br />the Council Members with regard to the existing problems at the Lake <br />Cadena Mobilehome Park. Mr. Rebollo presented pictures taken at the <br />Park, from September, 1986 to the present, which showed depreciation <br />of the park, excessive amounts of trash in many areas, etc. Mr. Rebollo <br />stated he moved into that park in 1976 and was paying a space rent of <br />$77.50 at that time, and is now paying over $300. Mr. Rebollo said he <br />resents paying these constant increases, which have been steady since <br />1979. Mr. Rebollo stated the park needs to be upgraded and brought up <br />to the standards of other good mobilehome parks. Mr. Rebollo advised <br />there are six owners on the trust deed for this park and they all live <br />out of town. Mr. Rebollo felt that a rent review commission could <br />serve both the owners and residents of the park. <br />Mayor Gonzales stated he did not feel there would be excessive expense <br />to the City in establishing a rent review commission, and would like <br />to make a motion to approve Option No. 4, instruct Staff to prepare an <br />ordinance on rent control, establish a rent review commission, put an <br />enforceable cap on rents, the rent review commision would have enforce— <br />able powers and answerable to the people only, consider a one year roll <br />back on rents, any annual increases would be by the CPI, and apartments <br />would be excluded from the ordinance. <br />Motion died for lack of a second. <br />Councilman Rehrer stated that although he really does have a great deal <br />of sympathy for the residents of Lake Cadena, he could not go along with <br />a rent stabilization ordinance because it would be going against what <br />the majority of people had voted for in the last election. <br />Mr. John Longfield, 1809 Cottonwood, Colton, stated when the residents <br />_ in his area had problems, the City Staff worked it out with the owners <br />and maybe they could now do the same thing for the residents at Lake <br />Cadena. <br />
