Mr. David Philbrick, 2851 La Cadena Drive, Space #84, Colton, President <br />of the Golden State Mobilehome Owners League, Chapter 936, spoke to the <br />Council Members regarding the many problems the residents have encount— <br />ered at Lake Cadena, stating he wished the Council Members could talk to <br />the owners of the park. Mr. Philbrick said these owners are in viola— <br />tion of various sections of the Civil Code, and no enforcement of these <br />violations is being made. Mr. Philbrick said the residents of Lake <br />Cadena desperately need help. <br />City Manager Benest said that Staff has scheduled a meeting with the <br />owners and residents of the Park, and hopefully they can work towards <br />solutions to these problems. <br />Councilwoman Garcia stated she would move to adopt Option No. 2, Volun— <br />teer Mediation, for a period of six months, as she felt this would be <br />heading in the right direction. Motion seconded by Councilwoman <br />Cisneros, and unanimously passed. <br />ets/Ordinance <br />Police Chief Paul Connolly reported from his memorandum, and referred <br />to a memorandum and survey from the Animal Control Officer, regarding <br />the limiting of pets for residents of Colton. <br />Mr. Connolly said Staff would recommend that direction be given to pre— <br />pare an ordinance that would include limiting dogs or cats to 3 per <br />residence, allow for litters to be disposed of (4 month limit), and <br />allow a time not to exceed 90 days for residents with over this amount <br />of pets to comply with the ordinance. <br />Moved by Councilwoman Cisneros, seconded by Councilwoman Garcia, to ap— <br />prove Staff's recommendation and direct Staff to prepare an ordinance <br />including the items as outlined. Unanimous vote. <br />CITY MANAGER'S REPORTS AND RECOMMENDATIONS: <br />Personnel <br />Human Services Director <br />City Manager Benest read from his memorandum regarding appointment of <br />Richard Holmer as Human Services Director, who will oversee the new <br />Human Services Department, which includes Recreation, Library, and a <br />newly created Youth and Family Services Division to be funded by grants. <br />Mr. Benest advised this appointment would not be an additional cost to <br />the City, as these monies were budgeted and approved previously. Mr. <br />Benest outlined Mr. Holmer's educational background, experience and <br />qualifications. <br />7 <br />
