CITY CLERK/RISK MANAGER'S REPORTS AND RECOMMENDATIONS: Liability Insurance City Clerk Ramos presented the following report to the Council Members. In January, 1987, Staff submitted three Joint Power Authority appli- cations and one commercialapplication in the initial process to ob- tain adequate and affordable liability coverage for the City. Joint Power Authorities (JPAs) are cities working together to meet a definite need for adequate liability coverage; their focus of concern is City -oriented rather than profit. The League of California Cities recent study reveals an estimated 327 cities participate in one of the 21 liability insurance JPAs that cur- rently exist to serve California cities, due to the fact that commer- cial insurance has been largely unavailable or unaffordable. Exhibit "A" outlines the quotes received. Based on extensive review and analysis of the quotes and pool documents received, Staff recom- mends that the City participate in the Independent Cities Risk Man- agement Authority. Independent Cities' strength lies in its length of existence. Found- ed in 1980, no losses have been incurred to date. The Liability Pool- ing Program provides cities with affordable excess insurance on an oc- currence basis with a $10M limit. Cities share risk over their self- insurance retentions (SIRS), based on their allocated percentage of participation. The pool is fully funded with over $30M in unallocated reserves. At the April 21, 1987, City Council Meeting, the Council authorized purchase of Commercial Liability coverage from Planet Insurance with a premium of $328,805. At that time, Staff recommended that this be accepted as interim coverage, pending Staff's formal presentation to 4
