major economic development goal and has attracted a new manufacturer <br />to take over the old Griffin Wheel factory located in the Enterprise <br />Zone. Mr. Benest continued that the new firm will make a major in- <br />vestment, rehabilitate and retrofit the factory. Mr. Benest advised <br />the City Council will be introducing the new firm and its owner, and <br />providing a press packet at the Press Conference scheduled for Friday, <br />June 5, 1987, at 4:00 p. m., in the Council Chambers. Mr. Benest said <br />the press, public and any other interested members are invited to attend. <br />Traffic Rezulations 6 Control <br />Assistant City Manager Leslie Keane make a presentation to the City <br />Council with regard to interim traffic safety improvements, in parti- <br />cular at the intersection of San Bernardino and Pepper Avenues, where <br />there have been a number of traffic accidents and related fatalities. <br />Ms. Keane continued the City's Traffic Safety Committee has recommended <br />to the City Manager the following prioritized list of improvements: <br />1. Widen Pepper south of San Bernardino; the approximate cost would <br />be $25,000 and work would take four to six months, which is not <br />really an interim solution since work would not be completed prior <br />to the installation of the traffic signals. It is recommended, <br />however, in addition to the signalization to improve traffic flow <br />at this location. <br />2. Temporarily berm and block off the extra southbound short lane on <br />the west side of Pepper; the approximate cost would be $2,000 and <br />work could be completed in one week. This is an interim measure <br />designed to prevent care from passing on the right. The berming <br />would be removed once the widening of Pepper is completed. <br />3. Installation of north/south stop signs with flashing red warning <br />lights; the approximate cost would be $2,000 and work could be <br />completed in one month. Currently, there are east/west stop signs <br />on San Bernardino at this location. <br />The Traffic Committee has been concerned that additional stop signs <br />would actually cause more accidents because they are often diffi- <br />cult to see in the evening and motorists who are unprepared to stop <br />tend to run the sign or stop abruptly, increasing the possibility <br />of both broadside and rear -end collisions. The Committee, there- <br />fore, has recommended stop signs only in combination with flashing <br />warning lights. <br />Ms. Keane concluded the Traffic Committee and City Manager are recom- <br />mending the City Council allocate $29,000 for traffic safety improve- <br />ments at the intersection of Pepper and San Bernardino Avenues, and the <br />work to accomplish these improvements be initiated immediately; suffi- <br />cient monies are available in the Council's Contingency Account. <br />3 <br />
