Mr. Benest concluded if Council concurs, it would be in order to auth- <br />orize the City Manager to negotiate and execute an agreement with Crea- <br />tive Business Services, Inc., in an amount not to exceed $4,500, to <br />provide a vendor information seminar, and adoption of Resolution Np. <br />R-49-87, transferring $4,500 from the Council's Contingency Account <br />to the Administrative Services Department budget. <br />Moved by Councilwoman Garcia, seconded by Councilman Rehrer, to approve <br />Staff's recommendation and Resolution No. R-49-87. Unanimous vote. <br />RESOLUTION NO. R-49-87 - RESOLUTION OF THE CITY COUNCIL OF THE CITY OF <br />COLTON AMENDING THE 1986-87 FISCAL YEAR BUDGET. <br />Boards 6 Commissions <br />Civil Service Board <br />Moved by Councilwoman Cisneros, seconded by Councilman Rios, ratifying <br />appointment of John Longfield to the Civil Service Board. Vote was <br />unanimous. <br />Parks and Recreation Commission <br />Moved by Councilwoman Cisneros, seconded by Councilman Rios, ratifying <br />reappointment of Frank Navarro to the Parks and Recreation Commission. <br />Unanimous vote. <br />PUBLIC HEARINGS: <br />General Plan <br />Mayor Gonzales declared the Public Hearing open. <br />City Clerk Ramos submitted the Affidavit of Publication and reported <br />on a letter received from Eugene P. McMeans, Manager of the Riverside <br />Highland Water Company, regarding the zone designation for the Water <br />Company's property. <br />Community Development Director Aguilera read his memorandum regarding <br />the General Plan update, zone changes, and Environmental Impact Report, <br />and discussed the significant areas of concern, which included the area <br />north of Valley Boulevard, west of Hermosa, south of San Bernardino <br />Avenue, proposed to change from M-1 and C-2 to I-P(Industrial Park); <br />the area north of San Bernardino Avenue, west of Pepper, proposed to <br />change from M-1 to C-2; the area on both sides of Valley Boulevard, <br />east of Tenth Street, proposed to change from M-1 to C-2; the area along <br />Colton Avenue, north of Mt. Vernon Avenue, proposed to allow both com- <br />mercial and residential development; the area known as La Loma Hills, <br />proposed to change from R-1 to R-E(Residential Estates); the property <br />on the northwest corner of Hunts Lane and Barton Road, proposed to change <br />from R-3, R-2, R-1, C-2 to R-1. In addition, the realignment of Hunts <br />Lane is being deleted from the Circulation Element of the General Plan. <br />3 <br />
