Mr. Tom Dodson, of Tom Dodson & Associates, 444 North Arrowhead Avenue, <br />San Bernardino, spoke about the properties owned by Mr. Rob Roy, speci- <br />fically parcels 160-311-04, a school site changed from R-3 to R-1/PC, <br />and parcel 160-312-01, located on the corner of Eucalyptus and Randall <br />changed from R-3 to C-2. Mr. Dodson stated these changes are inconsis- <br />tent and not in the best interests for land use and proposed develop- <br />ment. <br />Mr. Rob Roy, P. 0. Box 904, Colton, also spoke about his property and the <br />proposed zoning, stating he has owned land for thirty years in this <br />area, and they had intended to build a golf course and apartments on <br />that land. Mr. Roy said the proposed zoning would not be consistent <br />with future plans for the property. <br />Mr. Lon L. Laymon, Laymon Candy Company, 444 Colton Avenue, spoke about <br />his property, parcel 162-106-12, stating he objected to the SDA desig- <br />nation that had been attached to the M-1 zone. Mr. Laymon said this <br />candy business had been there for many years, and would continue to be <br />there for many more years, and he felt the SDA designation was not neces- <br />sary. <br />Mr. Ernest Grossich, 320 East ..F.. Street, Colton, stated he had never <br />been advised of a change of zone on his property, and asked what the <br />proposed zoning would be. <br />Mr. Aguilera answered there was no change, it would remain as M-1/SDA. <br />There being no further comments from the audience, moved by Council- <br />woman Cisneros, seconded by Councilman Rios, the Public Hearing was <br />terminated. Unanimous vote. <br />Moved by Mayor Gonzales, seconded by Councilman Rehrer, to accept the <br />recommendations of the Planning Commission and Staff for File Index No. <br />A-2-86, with the exception and exclusion of the two parcels on East Con- <br />gress St., and the parcel on Colton Ave.(Laymon Candies). Unanimous vote. <br />Discussion followed among Council Members and Staff with regard to the <br />General Plan update and recommended zone changes, permitted uses, con- <br />trols and regulations under the SDA designation, and in particular the <br />properties on East Congress Street and Colton Avenue (Laymon Candies). <br />Moved by Councilwoman Garcia, seconded by Councilman Rios, to refer back <br />to the Planning Commission the properties in question on East Congress <br />Street, for the possibility of residential zoning. Unanimous vote. <br />Moved by Councilwoman Cisneros, seconded by Councilman Rios, to approve <br />RESOLUTION NO. R-50-87, accepting the Environmental Impact Report.
