Unanimous vote. <br />Moved by Councilman Rios, seconded by Councilman Rehrer, to pass First <br />Reading of Ordinance No. 0-5-87, with the exclusion of two parcels on <br />East Congress Street and one parcel on Colton Avenue. Unanimous vote. <br />ORDINANCE NO. 0-5-87 - AN ORDINANCE OF THE CITY OF COLTON AMENDING <br />(Second Reading) ORDINANCE NO. 1602, AS AMENDED, AND PROVIDING <br />FOR CERTAIN ZONE RECLASSIFICATIONS. <br />Moved by Councilwoman Cisneros, seconded by Councilwoman Garcia, to con- <br />tinue File Index No. G-2-86 to Tuesday, May 19, 1987. Unanimous vote. <br />The City Council took a five minutes recess. <br />Zoning <br />Ord. No. 0-6-87 <br />Mayor Gonzales declared the Public Hearing open. <br />City Clerk Ramos submitted the Affidavit of Publication and reported <br />that no protests or objections had been received. <br />Community Development Director Aguilera reported on a zone change amend- <br />ment, from R-1 to R-1/PC, on property located at 948 Shasta Drive, re- <br />quested by Richard Henderson. Mr. Aguilera advised the applicant pro- <br />poses to create new single family housing in an area which was built in <br />the 1930's. The property in question contains one old delapidated house <br />which would be removed. The project will consist of 16 new single family <br />homes which will sell at approximately $50,000 to $60,000, will be two <br />stories in height and will have a view of the east over the San Bernardino <br />Valley. The applicant feels the use of this type of product is neces- <br />sary in order to accomplish a selling price which is affordable. <br />Mr. Aguilera stated the purpose of the Planned Community zone overlay <br />is to allow the applicant to vary from the requirements of the zoning <br />ordinance in order to provide the type of housing deemed appropriate for <br />the area. <br />Mr. Aguilera concluded if the City Council wishes to deny File Index <br />No. A-1-87, a motion to that effect would be appropriate, however, in <br />order to approve the zone change request, a motion to pass First Read- <br />ing of Ordinance No. 0-6-87 would be appropriate. <br />Mayor Gonzales asked if anyone present desired to speak on this matter. <br />Mr. Richard Henderson, Henderson Development Company, 3517 Paseo <br />Flamenco, San Clemente, provided the Council Members with material <br />and photographs of the property in question, and described the pro- <br />posed one and two story homes, with two and three bedrooms, the im- <br />provements to be included on the site and parking to be provided. <br />A <br />
