,- filled since the budget passed. She noted that the City could make $2.5 <br />million from excess property. With a billboard tax the City could <br />realize $460,000. Legal services should be reviewed for excess payment <br />for outside counsel. Such expenditure should be reduced or eliminated. <br />She suggested that City Council might consider a small utility tax of <br />about 1%. She asked Council to consider enhancing the revenues of the <br />City before cutting its work force. She voiced opposition to <br />contracting out City services. Finally, she requested that the half- <br />time Administrative Analyst II in the Personnel Department not be cut. <br />Finance Department - Finance Director Paula Chamberlain. <br />Mayor Fulp expressed concern when the City cannot ascertain where it <br />stands at the end of the month - its lack of control over purchases, <br />check and balances and bank reconciliation. Director Chamberlain stated <br />she has achieved one of her goals - to catch up and keep current. She <br />agreed that accuracy needed improving. It is her plan that the next <br />position in the Finance Department be an internal controller - a very <br />technical, finance person, a C.P.A., whose job it would be to study and <br />develop a system for timely reporting. <br />City Attorney - City Attorney Julie Hayward Biggs. <br />City Treasurer - City Treasurer Michael Williams. <br />Community Development Department - Community Development Director David <br />R. Zamora. <br />Mr. Garland "Rocky" Fredrickson, 2851 S. La Cadena, asked how people can <br />benefit from service cuts. They are paying more money and getting less <br />service. He said he could not agree to layoffs as employees all have <br />families. Mayor Fulp asked if the City should go into bankruptcy? Mr. <br />Fredrickson answered affirmatively. He said that in a receivership, the <br />State would mandate an audit. There would be an audit of the whole <br />thing - state and federal, which is what is needed here - find out what <br />is going on. <br />Mr. Fredrickson inquired about where the figures of over $1 million for <br />the host city fee are posted. Councilmember Sandoval said that the <br />tipping fee of $1.00 per ton is spent on recycling and helps for the <br />upkeep of roadways and right of ways. <br />At 7:32 P.M., Mayor Fulp directs a brief recess. <br />At 7:47 P.
