to do their job to protect the citizens and are willing to work with the
City.
Mr. Fred Cordova asked if there were 7 officers in 12- or 10 -hour
shifts. Captain Lunsford said there were 7 in 10 -hour shifts at night.
Mr. Cordova recalled that in 1980 the Electric Utility was taking funds
from the Sewer Plant, not unlike the Sanitation Department, and through
the years, with the creative financing of Director Gale Drews, the
Electric Utility was able to stand on its own. At present, it appears
that monies are not invested properly. He remarked that you can't co -
mingle funds. He said that sales tax fee and user fees have never been
enough to run the City. He adamantly stated that the sanitation unit is
a money -making organization which is why outside businesses want it.
The City can profit from trash hauling. In the near future, the City
can realize $1 million from sanitation and $1 million from LEMMA. He
urged the City to try harder and be creative.
Mr. John Mitchell asked that City Council not touch any of the public
safety money.
Mrs. Susan Carr, 1150 N. La Cadena, asked if non -sworn personnel are
cross -trained. Captain Lunsford said that they were. She asked that
her Police Department not be touched.
Mr. Wes Vanhofwegen, IBEW representative, declared the City has been
looking at its labor force to balance its budget and suggested that the
City can and should generate revenue such as with the medical hospital.
He stated that the Electric Department employees have done everything
possible to work with the City. He called for Council to explore other
alternatives rather than take jobs to balance the budget.
At 8:50 P. M., Councilmember Sandoval leaves the dais. At 8:51 P.M.,
Councilmember Sandoval returns to his place at the dais.
Fire Department - Fire Chief David Hall.
Mr. Sal Rios maintained that the Fire Department did not deserve the
type of scrutiny being conducted. He spoke on behalf of the Fire
Department declaring it to be a professional and efficient organization.
He said that his family had recently needed the Fire Department on a
life threatening crises and the paramedics had responded within three
minutes.
As requested by Councilmember Sandoval, Dave Lodarski, representing
Colton Firefighters Local 935, stated he supported the Chief. As to
Fire Department's personnel, he said that everyone is an important
member of the team. The organization is willing to work with the City.
Mr. Fredrickson declared he lived in a mobile home park and said there
is always a fear of fire. Upon inquiry, Fire Chief Hall informed him
that the response time to Lake Cadena from Fire Station 3 was 4 minutes
., and it would be double that time for response from Fire Station 1. Mr.
5
DEC i 9 1994
