Discussion took place with regard to Mayor Fulp's question of the <br />warrant to Black & Veatch. Director Clarke explained the warrant <br />to Black & Veatch is partial payment of the City's contract with <br />them for the design and consulting work for the substation <br />transmission project to be located in the west portion of the City. <br />The substation will serve the RIX project, County Medical Facility <br />and Agua Mansa corridor as it develops. <br />Mayor Fulp stated the City does not have a signed MOU with the <br />County and as Mayor, he does not want to see one penney of the <br />City's money spent on a project for which there is no contract. <br />There is no legitimate reason to spend this money. Council <br />discussed obligations to provide service to the RIX facility <br />through a signed agreement with SAWPA. Director Clarke reported <br />there are signed contracts with Black & Veatch approved by the <br />prior Council. Director Clark informed under the current <br />construction plans, 20% of the substation would serve the County <br />Hospital. Councilmember Sanders felt the City Council could not <br />stop development of other projects based on an MOU for the hospital <br />not being in place. <br />Director Clarke reported the Black & Veatch contract cost for <br />design engineering and project management for construction is <br />$800,000. Councilmember Sanders asked if part of the $800,000 cost <br />is to be reimbursed by the County as part of their share for <br />service to the hospital. Attorney Biggs replied that the <br />construction of the substation has been approved by the City <br />Council. The contracts that are coming forward for payment were <br />approved by the Council. The contract to provide electrical <br />service to the RIX facility has been approved and entered into by <br />the City independent of the County Hospital. With regard to the <br />hospital MOU, which has not been executed and will be addressed <br />later, the MOU goes solely to the obligation of the County to fund <br />its share of development infrastructure in the City in order to <br />mitigate the negative environmental affects of the hospital. That <br />fair share was determined by an independent consultant. The monies <br />coming from the County offset the cost to the City of this <br />expansion. The expansion was approved independent of the MOU. <br />Councilmember Beltran spoke about the need of the City to <br />strengthen the electrical system in the Agua Mansa area. The <br />Council needs to separate the hospital from the improvements that <br />are ongoing at present. After some understanding is reached with <br />the County, then the Council can address the substation. The <br />improvement is needed to serve the area and in the event of a power <br />outage, the load could be transferred to the west side of the City. <br />Councilmember Hutton seconded Councilmember Sandoval's motion to <br />approve the warrants. <br />Attorney Biggs stated whatever the clerical errors are with regard <br />to the Agenda, the warrants are before all the Councilmembers and <br />4 <br />DEC 7 1994 <br />
