ADJOURNED REGULAR CITY COUNCIL MEETING <br />MAY 10, 1994 <br />In accordance with notice duly and legally given, an Adjourned Regular <br />Meeting of the City Council of the City of Colton, was held on the above <br />given date at 5:04 P. M., in the Council Chambers of City Hall, Mayor <br />Gonzales presiding. <br />CITY COUNCIL ROLL CALL: <br />Councilmembers present were Bennett, Sandoval, Cisneros, Rios, Cook, <br />Beltran and Mayor Gonzales. Also present were City Attorney Biggs, <br />Interim City Manager Gale Drews, and City Clerk Ramos. <br />12413atowels) yvivl;ZINE <br />Police Department <br />Mrs. Suzan Carr stated that the matter of the gift of public funds for <br />City Manager Young's funeral was declared an urgency matter and inquired <br />why the Colton Police Officers Association's "No Confidence Vote" can't <br />be agendized today. <br />City Attorney Biggs stated that the matter has not been brought forward. <br />It is a personnel matter which requires a twenty-four hour notice under <br />the provisions of the Brown Act. She indicated that in order to add <br />this item to the Agenda, City Council must find that there is immediate <br />need and that the need occurred after the posting of the agenda. As to <br />this personnel item, 24-hour written notice cannot be ignored. She <br />stated that the City Council acts in a capacity to ratify. It does not <br />act in a hiring/firing capacity. It is up to the City Manager to bring <br />such a subject for City Council consideration. <br />CLOSED SESSION: <br />City Council adjourned to Closed Session at 5:09 P. M., to discuss Item <br />23 from the Agenda of May 3, 1994 regarding public employment matters <br />and appointments involving the position of City Manager, Government Code <br />Section 54957. <br />At 5:45 P. M., the Mayor and City Council return to the dais. City <br />Attorney Biggs reported no action was taken in Closed Session. <br />Motion by Councilmember Rios, seconded by Councilmember Sandoval, to <br />hire Mr. William C. Winter as Interim City Manager, effective May 11, <br />1994. Unanimous vote. <br />PUBLIC COMMENT (Continued): <br />Mayor Gonzales acknowledged receipt of additional request cards and <br />declared the Public Comment Section re -opened. <br />MAY 10 1994 <br />
