Police Department <br />There was discussion on the questions of public safety, the 72 -hour <br />notice, the declaration of an emergency issue; and the process of <br />Special Meeting. Speaking on behalf of CPOA's Request that a hearing be <br />held on its "Vote of No Confidence" were Mr. George Fulp, Mr. Charles S. <br />Jackson, Mrs. Lindy Ward, Mr. Kyle Kershner and Mr. Stan Welch. <br />Argument was ensued regarding the issues of who had initiated the call <br />for an FBI investigation; why all of the council members were not <br />consulted; the fact that $37,000 was recently spent for investigation of <br />the Police Department; and racial issue. <br />Citing Government Code Section 54957, Councilmember Beltran requested <br />that a meeting be called for May 12, 1994, to discuss public employee <br />discipline, dismissal and release. City Attorney Biggs advised that <br />closed session can be conducted on the subject unless the employee <br />requests a public session. Before dismissal can be considered, she <br />advised that the employee should receive written 24 -hours notice. <br />Councilmember Beltran stated that the Council did not intend to bear <br />charges. <br />Motion by Councilmember Beltran, seconded by Councilmember Rios, to call <br />a Special Meeting for May 12, 1994 at 4:00 P. M., under the provisions <br />of Government Code Section 54957, for Closed Session to discuss public <br />employee discipline, dismissal and release.
