ADJOURNED CITY COUNCIL MEETING <br />SEPTEMBER 27, 1994 <br />In accordance with notice duly and legally given, an Adjourned Regular <br />Meeting of the City Council of the City of Colton was held on the above <br />given date at 4:08 P. M., in the Council Chambers of City Hall, Mayor <br />Gonzales presiding. <br />ROLL CALL: <br />Councilmembers present were Bennett, Sandoval, Rios, Cisneros, Cook, <br />Beltran and Mayor Gonzales. Also present were City Attorney Biggs, City <br />Manager Martinez, and City Clerk Ramos. <br />CITY MANAGER'S REPORTS AND RECOMMENDATIONS: <br />Budget Review FY94-95 <br />City Manager Martinez stated that after a hectic week where the 1994-95 <br />budget was reviewed, there was a gap which staff had reduced. Time and <br />attention was spent by every single department, line item by line item. <br />He praised executive staff for being good team players who were able to <br />provide the best forecast and submit expenditure cuts which were listed <br />by Finance Director Paula Chamberlain and Assistant City Manager Daryl <br />Parrish, for a 3.115 million dollar gap. They were able to identify <br />additional cuts by departments - $900,000 in cuts plus an additional <br />$50,000 to $100,000 in revenues. They identified a little more than 1 <br />million dollars to go towards the deficit, leaving the sum of 2,059,859 <br />million dollars, as a new deficit. City Manager Martinez said there are <br />recommendations which need public hearing and which are not addressed in <br />the 1993-94 budget. <br />City Manager Martinez briefly described the budget hearing process <br />whereby the department directors would make a brief presentation, <br />introduce support personnel and identify their budget page number. <br />Councilmember Beltran cautioned that this presentation will not reflect <br />the 1993-94 deficit --which might still stand at 7 million dollars. City <br />Manager agreed that Councilmember Beltran's observation was correct. He <br />mentioned that he would be remiss if he gave a number for the 1993-94 <br />budget at this time. Indeed, there is a deficit for 1993-94. <br />Mayor Gonzales asked if it were not true that in 1993-94, City Council <br />adopted a balanced budget with a contingency fund. Finance Director <br />Chamberlain replied that when City Council adopted the budget for FY93- <br />'� 94, it adopted it as a balanced budget and went under guise as balanced. <br />
