I--, City Library <br />City Librarian Davis declared that the library knows the job it needs to <br />be doing. He read the mission statement which evolved from the 5 -year <br />plan. He proudly announced that the Colton City Library is recognized <br />as a premier small library, the most efficient library, improving <br />community life in Colton. City Library Davis presented a video of <br />library patrons, happy with services provided by the City Library. <br />Having been asked to shorten the presentation, City Librarian Davis <br />asked if there were any questions and hearing none, he left the meeting. <br />After confusion on the purpose of presentation, Councilmember Beltran <br />said he wanted to know what the director had proposed, what cuts his <br />budget had suffered and to know whether or not he could live with the <br />cuts. City Manager Martinez informed that all budget cuts were to the <br />bone and keenly felt by each department. <br />After City Council discussion, City Librarian Davis was present before <br />City Council and proceeded to answer questions regarding budget cuts, <br />expenditures, level of service to be maintained, certain staff positions <br />and assignments. City Librarian Davis reported the Library Board had <br />reviewed the budget and expressed the desire to maintain the quality of <br />the library. City Librarian Davis said he wanted to see a well -modulated <br />distribution of budget cuts. He cautioned that budget decreases beyond <br />a certain limit would destroy the infrastructure of the library. <br />In response to questions on budget review with directors, City Manager <br />Martinez described the process as painstaking, which lasted a week, <br />wherein he met on a one to one with each department director, went over <br />the individual budgets and asked each director to identify areas where <br />expenditures could be reduced and to designate priority lists. Each <br />department director agreed to the proposed reductions verbally - some of <br />the directors confirmed their assent in written form providing <br />prioritization, reduction and impact. <br />Mayor Gonzales asked City Council to have the City Manager bring back a <br />balanced budget - looking closely at Public Works department and Child <br />Care Program and, if necessary, borrow money from somewhere. City <br />Manager Martinez agreed to return to the drawing board and advised that <br />a budget with a deficit cannot be balanced. After presentation of the <br />preliminary budget, City Manager Martinez said he understood Council's <br />direction to be that he return with recommendations on how to close the <br />gap. He offered a three -prong attack: (1) Expenditure cuts; (2) other <br />revenues and (3) component -plugged number with loan. He indicated that <br />some departments are overstaffed and some are understaffed; he asked <br />that City Council allow him the latitude to reassign manpower. City <br />Manager Martinez cautioned that the document would be revenue - <br />expenditure matched; however, it would be done with one time revenue <br />instead of establishing necessary revenues which would be ongoing. <br />After further discussion, Councilmember Cisneros urged the City Council <br />to listen to each department to find out how things are going and how <br />2 <br />
