COUNCIL MEETING <br />APRIL 5, 1994 <br />A Regular Meeting of the City Council of the City of Colton was <br />held on the above given date at 6:37 p.m., in the Council Chambers <br />of the City Hall, Mayor Gonzales presiding. <br />INVOCATION• <br />Invocation was offered by Chaplain Glen C. Harris. <br />ROLL CALL: <br />Councilmembers present were Bennett, Sandoval, Rios, Cisneros, <br />Cook, Beltran, and Mayor Gonzales. Also present were Director Gale <br />Drews for City Manager Young, City Attorney Biggs and City Clerk <br />Ramos. Mayor Gonzales announced that City Manager Young was absent <br />because of an emergency in the family. <br />AGENDA REVIEW• <br />Oral Comment & Aaenda <br />Councilmember Beltran proposed that the segment on oral comments be <br />placed at the end of the agenda to allow the citizens to address <br />the entire agenda. Councilmember Cisneros agreed. <br />Councilmember Sandoval disagreed with the request for change <br />because the current schedule had come about when Citizens <br />complained about waiting many hours before being allowed to speak. <br />Councilmember Sandoval suggested that audience participation was <br />very important and he believed that no time limit should be set. <br />Councilmember Cisneros suggested that events such as commendations, <br />recognition and presentations should be given first priority on the <br />agenda which would allow people to leave, such as the youngsters <br />who are here today and must leave because of a scheduled game. She <br />also suggested that an agenda item for boards and commissions be <br />regularly scheduled on the agenda. <br />City Clerk Ramos indicated that because of recent changes in the <br />Ralph M. Brown Act that she would defer to City Attorney Biggs who <br />advised that it was necessary to give a brief description of the <br />anticipated item to be discussed and acted upon, i. e., <br />"appointment to boards/commissions." <br />1 <br />
