Unanimous vote. <br />Item No. 1 <br />Councilmember Beltran referred to the Minutes of March 15, 1994, <br />specifically, Page 2, Paragraph 8, where it was stated that <br />Councilmember Cisneros questioned the appointment of the Acting <br />Chief of Police and the understanding there would not be any other <br />appointments within the department. <br />City Attorney Biggs stated that legal advice given at that meeting <br />provided the limit of the Council's authority regarding the <br />ratification of the Acting Police Chief.
