Item No. 1 Councilmember Beltran referred to the Minutes of March 15, 1994, specifically, Page 2, Paragraph 8, where it was stated that Councilmember Cisneros questioned the appointment of the Acting Chief of Police and the understanding there would not be any other appointments within the department. City Attorney Biggs stated that legal advice given at that meeting provided the limit of the Council's authority regarding the ratification of the Acting Police Chief.
