Councilmember Beltran argued that final decision goes with City <br />Council and the majority. Discussion continued and City Attorney <br />Biggs advised that Council can reconsider to rescind, or by <br />revision, however, there remains specific, limited authority on <br />Council to ratify department heads and key position personnel. She <br />advised that in order to discuss any matter, regarding the <br />presently appointed acting chief of police, it would have to be <br />agendized and discussed under closed session as it would be a <br />personnel matter. The question on whether to rescind or revise <br />will also have to be an agendized item. <br />Councilmember Cisneros asked if any Council action was taken as to <br />the resolution. She recalled that additional information was <br />requested as to the identification of key personnel. City Attorney <br />Biggs advised that City Council acted upon it. She stated that <br />City Council is entitled to receive the identification of all key <br />personnel. Councilmember Cisneros insisted that she had asked for <br />clarification of the proposed action on March 15, 1994 regarding <br />the ratification of the acting chief of police appointment and any <br />subsequent appointments. She wondered what is necessary to clear <br />this matter and obtain approval of the minutes of March 15, 1994. <br />City Clerk Ramos volunteered to have a verbatim transcript prepared <br />on this particular motion and to submit it with the proposed set of <br />minutes at the next City Council Meeting. <br />Mayor Gonzales remarked that the discussion on appointment of the <br />acting police chief had been exhausted with the motion receiving a <br />unanimous vote. He urged City Council to be supportive of Acting <br />Police Chief Cabral. He warned that this would not help morale in <br />the department and would hinder his capacity as chief. <br />Councilmember Bennett declared she had received numerous calls <br />reminding her that the Members are the leadership and should take <br />a closer look. She stated that Councilmember Beltran's request for <br />further study should be honored and he should not be stopped from <br />asking questions even if it means holding a special meeting. <br />Councilmember Cook commented that there are always new changes and <br />having voted unanimously for this position, she urged Council to <br />give Chief Cabral their support. <br />Councilmember Sandoval identified the problem as apprehension over <br />recent demotions and promotions; however, as an alternative, if <br />Council wanted to micro -manage, Councilmember Sandoval suggested <br />that the vote of the people be sought to make Colton a charter <br />city. <br />City Attorney Biggs informed that the minutes can be held for <br />approval to allow the City Clerk to provide a verbatim transcript <br />on this motion. <br />With consensus of Council, Mayor Gonzales declared that action on <br />5 <br />P. �R 0 5 1994 <br />
