anxious to have a teen center, a place they can go to. In answer <br />to Councilmember Beltran's question, Councilmember Bennett said <br />that the teenagers will set up own rules and, additionally, name <br />the center. <br />Having worked with the lease, City Attorney Biggs said that the <br />City is going to lease the entire building and plans to sublease <br />certain portions of the building and to charge rent. If it doesn't <br />work out, the City should be able to walk away. By sub -leasing, <br />the City will generate sufficient revenue to keep the teen center <br />going. <br />Councilmember Bennett proclaimed that the City of Colton is one of <br />the few cities to provide a teen center. She had obtained the idea <br />when she attended a conference in Brea. <br />Motion by Councilmember Cook, seconded by Councilmember Rios, to <br />approve the lease agreement between the City of Colton and A&E <br />Development Company, Incorporated, for the proposed Colton Youth <br />Center. Unanimous vote. <br />Item No.9 <br />Mr. Tom Hayward, TCI President, 241 West Laurel St., introduced <br />Attorney B. J. Kirwan who related that TCI had filed an application <br />for conditional use permit which was denied by the Planning <br />Commission. TCI was identified as an operation that incinerates <br />medical waste. The project planned is an upgrade of the <br />incinerator. The project has generated interest. There were <br />approximately 20 people at the Planning Commission meeting. With <br />protracted City Council meetings, Attorney Kirwan proposed that a <br />half-hour workshop be set preparatory to the May 3, 1994 meeting. <br />Councilmember Cisneros reminded Members that a 5:00 P. M. meeting <br />was previously set for joint meeting with the Planning Commission. <br />Councilmember Sandoval declared that the matter would be heard at <br />a full public hearing where the public can be heard; both sides can <br />present information and Council can make a decision. <br />Motion by Councilmember Beltran, seconded by Councilmember Sandoval <br />to set public hearing, at 6:30 P. M., on May 3, 1994 to hear the <br />appeal of Thermal Combustion Innovators. Unanimous vote. <br />Item No. 10 <br />Mr. Karl Gaytan, 1169 N. La Cadena Dr., spoke to Council on behalf <br />of his wife, claimant Genevieve Rodriguez Gaytan. He requested <br />that this matter be discussed in closed session and not in open <br />forum. <br />City Attorney Biggs cautioned that this matter was of a legal <br />nature.
