89-1 ESTABLISHING ANNUAL SPECIAL TAX <br />FOR FISCAL YEAR 1994/95. <br />CFD 89-2 <br />The proposed tax is identified in Exhibit "A" of the attached <br />Resolution and varies depending on whether property is developed or <br />undeveloped, residential, or commercial. The average developed <br />residential lots will be assessed $1,049.51. As recommended by the <br />Community Facilities District Commission at their August 1, 1994 <br />meeting, the 2% escalator factor has been included in the 1994-95 <br />tax levy. Staff recommended approval of Resolution No. 104-94. <br />Motion by Mayor Gonzales, seconded by Councilmember Sandoval, to <br />accept staff recommendation and adopt Resolution No. R-104-94. <br />Unanimous vote. <br />RESOLUTION NO. R-104-94 - RESOLUTION OF THE CITY OF COLTON <br />COMMUNITY FACILITIES DISTRICT NO. <br />89-2 ESTABLISHING ANNUAL SPECIAL TAX <br />FOR FISCAL YEAR 1994/95. <br />CFD 90-1 <br />The Council, upon forming this district, established a total <br />maximum tax which could be collected from property owners in each <br />of two tax rate areas. As recommended by the Community Facilities <br />District Commission at their August 1, 1994 meeting the 2% <br />escalator factor has been included in the 1994-95 tax levy. Staff <br />recommended passage of first reading of Ordinance No. 0-17-94. <br />Motion by Councilmember Cisneros, seconded by Councilmember <br />Sandoval, to waive full reading and pass first reading of Ordinance <br />No. 0-17-94. Unanimous vote. <br />ORDINANCE NO. 0-17-94 - ORDINANCE OF THE CITY OF COLTON COMMUNITY <br />(First Reading) FACILITIES DISTRICT NO. 90-1 ESTABLISHING <br />ANNUAL SPECIAL TAX FOR FISCAL YEAR <br />1994/95. <br />ECONOMIC DEVELOPMENT DIRECTOR'S REPORTS AND RECOMMENDATIONS: <br />Economic Development Director Gabriel stated that in order to <br />authorize the Redevelopment Agency to provide public improvements <br />on Oliver Homes Road, a private road open for use as a public <br />right-of-way, it was necessary pursuant to Health and Safety Code <br />Section 33445 for the City Council to approve the proposed <br />resolution indicating findings and determinations as to the <br />benefits of certain right-of-way improvements for the Santa Ana <br />River Redevelopment Project Area. Director Gabriel said there is <br />no financial impact anticipated as funds have been appropriated by <br />the Agency in both the FY's 93-94 and 94-95 budgets. <br />10 <br />AUG 16 1994 <br />
