Motion by Councilmember Cisneros, seconded by Councilmember <br />Sandoval, to accept staff recommendation and adopt Resolution No. <br />R-105-94. Unanimous vote. <br />RESOLUTION NO. R-105-94 - RESOLUTION OF THE CITY COUNCIL OF <br />THE CITY OF COLTON, CALIFORNIA, <br />MAKING FINDINGS AND DETERMINATIONS <br />AS TO THE BENEFIT OF CERTAIN RIGHT- <br />OF-WAY IMPROVEMENTS FOR THE SANTA <br />ANA RIVER REDEVELOPMENT PROJECT <br />AREA. <br />RECESS: <br />At 8:37 P. M., Mayor Gonzales declared a brief recess. At 8:47 P. <br />M., meeting is reconvened with all Members present as heretofore. <br />CHIEF OF POLICE'S REPORTS AND RECOMMENDATIONS: <br />Acting Police Chief Mireles recalled that previously the position <br />of Community Liaison Officer was under the direction of the City <br />Manager and now the position had been transferred to the Police <br />Department. Chief Mireles suggested a change in the job <br />description which reflected this move and further, he proposed that <br />the position title be modified to "Police Community Relations <br />Officer." He indicated that the position is being included in the <br />Police Rank and File Unit. <br />In agreement with the concept, Police Chief Mireles said the <br />appointment was equal to the corporal position. He indicated that <br />Spanish is desirable with a background which includes 2 1/2 years <br />of experience as a Police Officer with the City of Colton and <br />education equivalent to graduation from high school, supplemented <br />by Police Training. <br />Motion by Councilmember Cisneros, seconded by Councilmember <br />Bennett, to approve the modifications to Police Liaison Officer <br />Position as submitted by Acting Police Chief Mireles. <br />Mr. John Sierra, 965 Johnson, remarked that last year he had <br />participated in establishing the qualifications of the community <br />liaison officer. He declared that the liaison position was doomed <br />for failure from its inception. He said that the position needed <br />to work closely with the community; therefore, it should be sent <br />back to the community for input. Police Chief Mireles assured that <br />he had conferred with members of the community. Chief Mireles said <br />he agreed with Mr. Sierra's posture and submitted that the proposed <br />changes will enhance, not diminish, the position. <br />Councilmember Sandoval objected to the minimum requirement for <br />education saying he believed the position warranted a BA or AA <br />degree Acting Police Chief Mireles agreed to this reasoning in <br />11 <br />AUG 16 1994 <br />
