^' Authorization to Issue Purchase Orders for Capital <br />Improvements to be Funded from Proposed Revenue Bonds. <br />Motion by Councilmember Cisneros, seconded by Councilmember <br />Sandoval, to approve Consent Calendar except for Items Nos. 2, 13, <br />17 and 18 which were pulled for discussion. Unanimous vote. <br />Agenda Item No. 2• <br />Councilmember Beltran referred to the City Manager's memorandum of <br />August 9, 1994, wherein he predicted budget preparation through <br />September with budget hearings to be held in October. <br />Councilmember Beltran complained that this time -frame is <br />unacceptable. He reminded fellow Members that the extension on the <br />budget is as to an operations budget only. <br />Councilmember Beltran was chagrined at the fact that Council has <br />not received the 1992-93 audit. He asked that the City not pay <br />McGladery & Pullen until Council has received the audit. <br />Councilmember Cisneros stated that she was a member of the City's <br />Finance Committee and said she has a 1992-93 audit report and <br />wondered why fellow Members had not received this report. <br />Councilmember Beltran asked for a full and complete copy of the <br />audit and once again insisted that the City not make any payments <br />to McGladery and Pullen until audits are received. Acting City <br />Manager Gabriel said he would alert Interim City Manager Winter. <br />Councilmember Beltran anticipated that screening of the city <br />manager applicants would take place at the end of August with <br />selection being made by August the 31st. He suggested the new City <br />Manager be allowed a two-week period with the Interim City Manager. <br />Motion by Councilmember Sandoval, seconded by Councilmember Cook, <br />to accept and approve Agenda Item 2, regarding warrants. Motion <br />passed with Councilmembers Beltran and Bennett voting "No." <br />Agenda Item No. 13: <br />Councilmember Bennett inquired of Public Works Director Hutton if <br />an engineer had been hired and he answered that one had not been <br />hired even though there were 4 or 5 applications received and he <br />had made a recommendation to the City Manager. Director Hutton <br />informed that the department had 2 1/2 engineer technicians, who do <br />in-house plan checks and less complex technical engineering <br />reviews. Councilmember Bennett asked how many positions are <br />funded. Director Hutton replied "Two." He informed that the half <br />position is paid from salary savings from the engineer's position. <br />Councilmember Bennett stated she had no problem with the proposed <br />sale of 2.83 acres of land, owned by the City of Colton which is <br />located in the City of San Bernardino, north of Rialto Avenue, <br />3 <br />AUG 16 1994 <br />
