of land. <br />Councilmember Cisneros inquired about the pad to set the fire <br />station at the county hospital site. Fire Chief Hall informed the <br />original plans included a parcel for the Fire Department; however, <br />in 1991, the site was changed to San Bernardino Avenue. This was <br />found to impact Fire Station No. 2. Later, the second site at <br />Pepper and Valley was deemed unsuitable, by the Traffic Engineer, <br />due to the high traffic impact. <br />Fire Chief Hall stated that Electric Utility Director Clarke was <br />attempting to tie-up the proffered land which could be used for the <br />fire station; for future electric facilities, or to sell at a later <br />time. <br />City Attorney Biggs informed that there is no agreement with the <br />County; it has never been agreed to for acreage or dollar figure. <br />The only thing which requires a contribution from the County is the <br />environmental impact report which requires a contribution for both <br />construction equipping and operating an additional fire station. <br />There is no limit on the dollar figure. There is no bottom line on <br />the money and no requirement for land dedication under anything <br />that has currently been approved. <br />Motion by Councilmember Beltran, seconded by Councilmember Bennett, <br />to buy two acres from CalMat now, from the Electric Enterprise <br />Fund, with the option to buy up to six additional acres as needed <br />at the same price for a period of 6 months. <br />Discussion ensued on making the county responsible for placing the <br />fire station within the hospital complex; on avoiding land -lock and <br />avoiding an increase in the sale price; and, weighing the question <br />of cost prohibitive vs. prudent savings. <br />Motion to purchase two acres now with the option for additional <br />purchases for a period of 6 months carried with Councilmembers <br />Sandoval and Cook and Mayor Gonzales voting "No." <br />FINANCE DIRECTOR'S REPORTS AND RECOMMENDATIONS: <br />Acting Finance Director Cloud reported that each year the City <br />Council is required to set the actual tax for the district and to <br />adopt a budget for the expenditure of available funds for the <br />designated Mello -Roos Community Facilities Districts. The first <br />obligation of the district is to collect sufficient funds to meet <br />debt service requirements. Only when this requirement is met can <br />monies be spent on other facilities and services authorized in a <br />first year flat base tax and the ability to increase this amount by <br />2% per year. <br />CFD 87-1 <br />0 <br />AUG 16 1994 <br />
