COUNCIL MEETING
AUGUST 2, 1994
A Regular Meeting of the City Council of the City of Colton was
held on the above given date at 6:35 P. M., in Council Chambers as
duly noticed, Mayor Gonzales presiding.
INVOCATION•
Invocation was offered by Chaplain Eric Strutz.
ROLL CALL•
Councilmembers present were Bennett, Sandoval, Rios, Cook, Beltran,
and Mayor Gonzales. Also present were Interim City Manager Winter,
City Attorney Biggs and City Clerk Ramos. Councilmember Cisneros
was absent due to flu virus.
AGENDA REVIEW•
Decorum and Order
Councilmember Beltran requested that the written Rules of Decorum
found at the end of the Agenda be placed on the first page of the
agenda. City Attorney Biggs referred Council Members to review the
Manual of Procedures and asked for their input.
Agenda Item No. 1
Mayor Gonzales asked that the Partial Verbatim Transcript of the
3/15/94 meeting be continued to the next agenda for consideration
of the entire transcript, which he had ordered prepared. Motion by
Councilmember Beltran, seconded by Councilmember Rios, to approve
the Consent Calendar, Items 1 through 20, as submitted. After
lengthy discussion, Mayor Gonzales, seconded by Councilmember
Sandoval, moved to amend the original motion to defer consideration
of the verbatim transcript until the following meeting to allow
consideration of the transcript of the entire proceedings.
Discussion ensued on the allegations of wrongdoing raised 3/15/94
and City Attorney Biggs presented a brief status report on the
investigation where she found "no wrongdoing from the public
testimony." City Attorney Biggs suggested that a compromise be
made where the consent calendar be approved today and afford the
Mayor at the next meeting to append a full transcript as he
requested.
1
AUG 0 2 1994
