R-92-94. <br />(19) Personnel <br />Approve Request for Ratification of Certain Personnel <br />Actions. <br />(20) Redevelopment Agency <br />Authorization to Conduct Enterprise Zone Expansion Study. <br />Motion by Councilmember Beltran, seconded by Councilmember Rios, to <br />approve Consent Calendar. Unanimous vote. <br />PUBLIC COMMENT <br />Parks & Recreation Commission <br />Mrs. Suzann Carr referred to City Ordinance No. 1104, Sections 5 <br />and 6, which outlined the appointment and duties of the Parks and <br />Recreation Commission, specifically, the duty to assist in drafting <br />and submitting to the city manager an annual budget for recreation, <br />parks, parkways, street trees, incidental and related purposes, <br />including a long-range capital improvement program for recreation <br />and park services. <br />Mrs. Carr said that Director Anstine is present at commission <br />meetings to answer questions regarding recreation programs; <br />however, she criticized that Director Hutton is busy and does not <br />attend the meetings on a regular basis. <br />Interim City Manager Winter indicated that it was his plan that <br />once the preliminary budget is presented to the City Council that <br />the proposed budget would then be referred to the particular <br />commissions for review. Director Hutton stated he is present at <br />meetings when there are items on the agenda that he must address. <br />When there are no agendized items, he has directed certain staff <br />members to be present to answer questions as they arise. <br />By consensus of Council, Mayor Gonzales instructed the City Manager <br />to take care of this matter. <br />Cottonwood Apartments <br />Ms. Gwen Brown, 1146 Alida, indicated she had received telephone <br />calls from some of the residents of the Cottonwood apartments, <br />after a meeting of the residents with Mayor Gonzales and Victor <br />Paul. In a meeting on crime, Ms. Brown asked what had happened to <br />the chief of police? Mayor Gonzales stated some of the residents <br />had come to him for help.
