Community Liaison Officer Victor Paul, who recorded the citizens' <br />complaints. After the meeting, Mayor Gonzales said he met with <br />Interim City Manager Winter, Acting Police Chief Mireles and <br />Community Liaison Officer Victor Paul and discussed the problems. <br />Mayor Gonzales found the people were satisfied with the meeting. <br />Ms. Brown strongly denied the residents were satisfied and said <br />the residents were unhappy with the Mayor's and Victor Paul's <br />attitude. <br />Councilmember Sandoval explained he was sick and could not attend <br />the meeting but assured that they would be working with the <br />tenants. He related the chief of police had informed him of an <br />increase in regular patrol and bike patrol. Ms. Brown said she <br />would like to see the acting police chief be allowed to do the job <br />he was hired to do - without interference. <br />To questions by Councilmember Rios, Acting Chief of Police Mireles <br />said that he had not been invited to the meeting and that he <br />received an accounting as to what transpired. <br />After a brief diatribe by Ms. Brown, City Attorney Biggs cautioned <br />members of the assembly about the rules of decorum and she <br />proceeded to read them in total. <br />Reche Canvon <br />`^ Rev. Steve Anderson 350 Canyon Vista Drive said he had <br />y previously <br />appeared before City Council to report a failing house foundation. <br />Having accepted City Attorney Biggs' suggestion, he sought legal <br />counsel. A lawsuit has been filed against the developer citing two <br />causes of action: Rescission of contract and breach of contract. <br />Mr. Anderson emphasized that the lawsuit did not include the City <br />and that he and his wife would hold the City harmless. He remarked <br />that he would never file against the City. He begged the City's <br />support on his behalf - and for other residents who find themselves <br />in similar predicaments - such support would bring easier, quicker <br />results. It would tell the developers that poor, shoddy work would <br />not be tolerated in the City. <br />Mr. Anderson expressed disappointment with Councilmember Bennett <br />for her inaction. He pointed out that he had heard from <br />Counclmember Cisneros, via her husband Ernie Cisneros, who reported <br />she supported his position. Councilmember Bennett informed she had <br />conducted an independent study, stating she had asked for the <br />recent moratorium, and that she had consistently called for soils <br />study. <br />Mayor Gonzales stated that the Council has a responsibility to <br />ensure that the homebuyer gets a good product for his money. He <br />recalled the City's participation in the Prado area and urged <br />Council to get behind these residents by placing the City Attorney <br />at their disposal; by providing a soil test study on the hidden <br />5 <br />AUG 0 2 1994 <br />
