000-11 Sanders. <br />AGENDA REVIEW: <br />Councilmember Cook requested that no action be taken on Agenda <br />Items Nos. 3 and 5. As requested, Items 9 and 12 were pulled for <br />discussion. <br />Agenda Item No. 9 <br />Councilmember Cook strenuously objected to the removal of the <br />graffiti program. She found it to be a valuable program, which <br />employed only one person to do the eradication. The project is <br />working and she could not see why it would be stopped. <br />Councilmember Beltran pointed out that this agenda item was for the <br />purpose of setting a public hearing next year. Community <br />Development Director Zamora clarified that this does not eradicate <br />the graffiti program, rather, it addresses the use of surplus <br />dollars and any change or re -channelling of monies requires notice <br />and a public hearing. <br />Agenda Item No. 12 <br />Councilmember Sanders inquired if the action of abandonment of the <br />right of way would mitigate or lessen the requirement to Adams <br />Advertisement by Cal Trans. City Attorney Biggs advised that this <br />action is to set a public hearing to vacate the City's right of way <br />to allow construction and allow the City to obtain fees. Caltrans <br />has denied permits for the billboards because of the right of way. <br />Attorney Elizabeth Bianco said that all permits have been obtained. <br />She advised that Caltrans' denial based on the City's right of way <br />is a clear technicality. She concluded that after this action, <br />Adams can go forward. <br />Mayor Fulp directed the City Manager to provide the City Council a <br />complete record of the Adams Advertisement settlement agreement and <br />its process in time for review prior to the hearing. <br />CONSENT CALENDAR <br />(1) Minutes <br />Approval of Regular Meeting held November 15, 1994 and <br />the Regular Meeting held December 6, 1994, on file in <br />Office of City Clerk. <br />(2) Warrants <br />Approval of Materiel Warrants Register dated December 1, <br />1994, consisting of 14 pages; Accounts Payable Voucher <br />Register dated December 13, 1994, consisting of 13 pages <br />and Payroll Warrants Register dated December 6, 1994, <br />consisting of 12 pages as recommended by the Director of <br />3 <br />DEC 2 0 199k <br />
