/„^ PUBLIC COMMENT: <br />Mr. John Mitchell congratulated the new Council. He spoke about <br />the Community Center and City's encumbrance of millions of dollars. <br />He urged Council to take appropriate action and bring new <br />businesses and new jobs to the City. He admonished Council to use <br />RDA funds wisely and bring in jobs; table the community center <br />project and to ask the community what it wants. Councilmember <br />Beltran reminded that no action can be taken tonight. He expressed <br />opposition to stopping the project now. <br />After discussion, Mayor Fulp asked for Council's approval to direct <br />staff to investigate and report on the Community Center's cost to <br />date; cost to stop the project; liability to stop project; plan to <br />cover existing structures and to agendize the matter for <br />discussion. After polling of Council Members, matter becomes moot <br />with Councilmembers Sandoval, Hutton�tand Beltran voting, "No." <br />Streets, School & Speed <br />Ms. Jean Hart, 952 E. Palm Drive, presented copies of <br />correspondence regarding streets and traffic problems in her <br />neighborhood. She said she had also identified traffic and sinnage <br />problems at Alice Birney Elementary School and had pursued <br />solutions to these problems since 1988. She had received <br />assurances that curbs would be painted red or yellow; that signs <br />would be posted near the school; and, bumps would be installed on <br />Fairview to reduce speed. Nothing has been done and in fact, Ms. <br />Hart stated that the improvements she sought for Alice Birney <br />School were made to the Lincoln Elementary School. <br />Public Works Director Hutton said there was an item on tonight's <br />agenda which refers to funding and pavement improvements to the Mt. <br />Vernon/Olive, CFD90-1 area. <br />Beautification of Colton <br />Mr. Hans Van Der Touw emphasized that beautification of the City <br />would help the City to attract businesses. Having traveled the <br />length and breadth of the City of Colton, Mr. Van Der Touw observed <br />there were some bad looking neighborhoods where houses were painted <br />various hues of blue and green. There are vacant lots with trash; <br />houses boarded and strewn with trash. Trash, dirt and graffiti <br />attracts more trash. He challenged the City Officials and the <br />Citizens of Colton to instill pride in the community. In doing <br />research, he found many ordinances to combat blight but these laws <br />are not enforced. Mr. Van Der Touw related that he had lived in a <br />poor village in Mexico where it was held that its cleanliness was <br />reflective of its people. He believed that business can donate <br />trees; trees and plants make the community. Volunteers are needed <br />to market the City. The City can only fire a limited amount of <br />employees.
