�,, attract businesses to the City of Colton. <br />Community Center <br />Ms. Jean Ferrante congratulated the City Council and asked that <br />they not build the Teen Center and questioned the use of RDA funds. <br />City Attorney Biggs stated there was a recent change in the law. <br />RDA funds, initially, were used to provide affordable housing. <br />Later, the community could use RDA funds for business and <br />commercial development. Now, laws have changed to allow the use of <br />RDA funds for the Public Service Center. <br />Ms. Jean Ferrante wondered how the City would police the community <br />when the Medical Center is opened and there is a shortage of police <br />officers as a result of layoffs. She spoke against the teen center <br />project. She said in the beginning the Redevelopment Agency was <br />going to redo various parts of town and she found that nothing has <br />been done. She spoke about the absentee landlords. She urged that <br />the City go in and make the City beautiful. <br />Police Chief Position <br />Mr. Charles Jackson, 2568 East Topanga Way, referred to the Closed <br />Session Item regarding the Police Chief position. He praised the <br />Colton Police Department as being the finest in the Inland Center. <br />He commented that the Fire Department was also the finest. He knew <br />^ that Interim Chief Mireles was leaving 12/22/94 and expressed <br />appreciation for Chief Mireles' job. <br />Mr. Jackson identified Captain Lunsford as the Police Chief's right <br />arm who has done an outstanding job. Mr. Jackson recalled that <br />Captain Lunsford had defied elected officials who told him how to <br />run the Police Department and Mr. Jackson admired his stance. Mr. <br />Jackson suggested that the City Council could save money by <br />selecting Captain Lunsford as Interim Police Chief. <br />Local Business - Certificate of Occupancy <br />Mr. Keith Watson, 8602 Winding Way, Fair Oaks, said he appreciated <br />earlier comments about the City attracting business. He informed <br />that in June of 1993 he bought a manufacturing business which was <br />in dire straits and with an uncertain future. In one and a half <br />years he has taken and turned the business around and it now <br />employs 20 people. Six months ago he bought the property across <br />the street on the belief that this is a good place to build a <br />business. He has filed a Petition for a certificate of Occupancy <br />and said he was having problems with coordinating the overall <br />objectives. He found the checklist cumbersome. <br />In response to inquiry, Mr. Watson identified the business as <br />manufacturer of laminate plastic, with 20 employees. He said there <br />was a backlog of work which is four times more than anticipated so <br />U <br />DEC ?0190`4 <br />
