Funded Project, for Engineering Design <br />Services. <br />(11) Traffic <br />Consider Recommendation by Traffic Committee for <br />Authorization to Place Stop Signs on San Bernardino <br />Avenue at Indigo Avenue. <br />(12) Public Hearing <br />Public Hearing set for the Meeting of March 1, 1994, File <br />Index Number DO -04-91, an Amendment to Chapter 18.56 of <br />the Colton Municipal Code (Zoning Ordinance) Relating to <br />Property Maintenance. <br />(13) Public Hearing <br />Public Hearing set for the Meeting of March 1, 1994, an <br />Amendment to Chapter 1.12.030 of the Colton Municipal <br />Code to Allow the City Attorney to Prosecute Certain <br />Misdemeanor Violations as Infractions. <br />(14) Public Hearin <br />Public Hearing set for the Meeting of March 1, 1994, an <br />Amendment to Title 5 of the Colton Municipal Code <br />(Business License Ordinance.) <br />Moved by Councilmember Cisneros, seconded by Councilmember Cook, to <br />approve the Consent Calendar except for Agenda Items Nos. 4 and 6. <br />Unanimous vote. <br />Item No. 4: <br />Councilmember Beltran indicated this is the second job description <br />before the Council and emphasized that this proposes that the <br />Affirmative Action Director would receive direction from the City <br />Manager. Councilmember Beltran argued that if this position is to <br />retain its authority and autonomy the direction should remain with <br />the City Council as final decisions are made by the City Council. <br />Councilmember Bennett distributed copies of the job description <br />previously submitted to the City Council, which included the <br />statement that the Affirmative Action Officer's position will <br />derive its direction from the City Council. She proposed that the <br />Council take action tonight. Councilmember Beltran remarked that <br />he needed time to review and compare the job descriptions and <br />Councilmember Bennett stated that the job description was the same <br />as submitted to the Council in December. Mayor Gonzales agreed <br />that the position cannot be a joint position, namely, Personnel <br />Officer and Affirmative Action Officer, indicating that the <br />4 <br />FEB 16 1994 <br />
