positions must remain as two separate jobs, allowing the <br />Affirmative Action Officer to remain autonomous and to provide <br />accountability. <br />Councilmember Beltran analyzed that the proposed salary f or the <br />Affirmative Action Officer is so low the City could not recruit a <br />well established, qualified Affirmative Action Officer. This <br />position's salary needs to be the same level as the Personnel <br />Directorfs salary. Councilmember Beltran informed that Personnel <br />Director Johnson had told the Affirmative Action Task Force <br />Committee that the City Manager had directed that the committee <br />should have no meetings until mid -year budget is discussed. He <br />reminded that it is now February. <br />Motion by Councilmember Cisneros, seconded by Councilmember Cook, <br />to approve and adopt the job description handed out by <br />Councilmember Bennett, with the issue of salary to be discussed at <br />a later time. <br />Councilmember Sandoval spoke against the motion as it is his belief <br />that there are too many managers and department heads and Council <br />should exhibit prudent fiscal responsibility by combining the <br />positions as the City cannot support both positions. <br />Councilmember Bennett emphasized that the Affirmative Action <br />officer position needs to be separated from the direction of the <br />City Manager. Having attended a recent seminar, Councilmember <br />Bennett said she learned that to have an effective affirmative <br />action program you cannot combine the positions of Personnel <br />Officer and Affirmative Action Officer. <br />After roll call, the above motion to adopt the job description <br />submitted by Councilmember Bennett passed with Councilmembers <br />Sandoval and Cook and Mayor Gonzales voting "No." <br />Item No. 6 <br />Councilmember Beltran inquired of Water Utilities Manager Lavin if <br />he had not addressed this matter at a previous meeting. Manager <br />Lavin informed that it was a different one. The City is required <br />under State law to inspect and repair wells every two years and <br />this is in compliance thereto. <br />Motion by Councilmember Beltran, seconded by Councilmember Rios, to <br />approve Staff Is recommendation and adopt Resolution No. R-20-94. <br />Unanimous vote. <br />RESOLUTION NO.
