Year 1994-95 with the California State Department of <br />Education for the Purpose of Providing Child Care and <br />Development Services, RESOLUTION NO. R-86-94. <br />(14) Agreement <br />Approval of Amendment for the Idaho Power Sales <br />Agreement. <br />Motion by Councilmember Cisneros, seconded by Councilmember Rios, <br />to approve Consent Calendar except for Item No. 6, which has been <br />pulled for further study by staff. Unanimous vote. <br />PUBLIC COMMENT <br />Weed Abatement <br />Mr. Robert Scott, 2891 Second Street, Norco, stated he owned 5 lots <br />in the city and he had never received notice of weed abatement. He <br />said he had received a statement for one of the lots, itemizing a <br />$32 charge plus a $75.00 administrative charge. In response to <br />Councilmember Rios' question, Fire Marshal Sork stated that he had <br />contacted the County who provided names and addresses of property <br />owners of all vacant lots. Councilmember Rios also asked if the <br />administrative fee would apply to each parcel and Fire Marshal Sork <br />answered affirmatively. With consensus of City Council, Mayor <br />Gonzales asked Mr. Scott to confer with the City Manager on this <br />matter. <br />FBI Investigation <br />Mr. Charles S. Jackson, 2568 E. Topanga Way, asked about the status <br />of the FBI investigation regarding racism charges, ongoing since <br />March 15, 1994, called by the Mayor and Councilmember Sandoval. <br />Mayor Gonzales said the investigation continues but declared that <br />the issue was discrimination not racism. Mr. Jackson said that he <br />personally spoke to representatives of the FBI Department and the <br />Police Department and he concluded that there is no investigation <br />being conducted and charged it was something the Mayor and <br />Councilmember Sandoval had dreamed up and demanded that they put an <br />end to this City's embarrassment. Mr. Jackson said he knew that <br />the City Attorney and Chief Cabral were questioned and no one else. <br />He found out that the following were also questioned: Mayor <br />Gonzales, Councilmember Beltran, Councilmember Bennett and Interim <br />City Manager Winter. Mr. Jackson stated that the citizens of <br />Colton are entitled to a status report. <br />City Attorney Biggs stated that in this type of investigation no <br />one is kept apprised of any action taken or not. The agency does <br />not inform the entity. The City has no control over the matter and <br />the investigating body will do what they choose to do. City <br />Attorney Biggs indicated that if there is any report, it will be <br />-, made public. <br />3 <br />JUL 19 1994 <br />
