He requested that the members of the board of <br />directors be set with a majority of Rancho Mediterrania residents. <br />Mr. Williamson said he spoke with Attorney Brooks London and had <br />asked him for a protocol. He said that Mr. London told him he <br />would provide documents - CCRs and By -Laws. To date, Mr. <br />Williamson said he had received nothing. Mr. Nemchik said they <br />represented a group of residents who lacked confidence with the <br />present steering committee. <br />Economic Development Director Gabriel informed that a committee was <br />formed two -three weeks ago and the committee had held one meeting. <br />Discussion ensued on the impending sale. <br />Mr. Williamson asked that a freeze be imposed on any rent increase <br />for those residents who intend to buy lots. Councilmember Sandoval <br />said he had directed that the matter be investigated and that <br />answers will be provided at the next meeting. <br />Mr. Bill Kalogonis, 700 East Washington, announced he was the <br />elected chairman of the steering committee and responded that three <br />years ago the residents needed help. He questioned the speakers' <br />personal agenda. <br />Citv Manaaer Contract with Bonus <br />Ms. Lorraine June, 688 N. 7th Street, related her concern about the <br />number of city managers selected in the past three years. More <br />particularly, she expressed indignation at Councilmember Bennett's <br />recommendation that a bonus be included in the contract being <br />developed. She declared this action as inappropriate in light of <br />budget deficit and no pay increases for City employees in the last <br />4 years. Councilmember Bennett indicated that the bonus <br />recommendation was to stave huge payment upon termination. She <br />said the bonus could be fixed at any amount and it was intended to <br />reward extra -ordinary work performance. Mayor Gonzales spoke about <br />recent Council action to do away with Civil Service status for <br />executive personnel and indicated that two department heads were <br />recently hired under the new policy. <br />City's Birthday Celebration <br />Councilmember Cook reported that on Saturday, July 9, 1994, the <br />City had celebrated its 107th birthday with a spectacular fireworks <br />show. The stadium was filled with people, and hundreds more <br />surrounded the area. She declared it was truly a coming together <br />of the people in Colton. She praised the work by the Police <br />Department, its Explorers group, the Fire Department, the <br />Recreation Department and most particularly, Special Events <br />Coordinator Cecilia Hernandez.
