More particularly, she expressed indignation at Councilmember Bennett's recommendation that a bonus be included in the contract being developed. She declared this action as inappropriate in light of budget deficit and no pay increases for City employees in the last 4 years. Councilmember Bennett indicated that the bonus recommendation was to stave huge payment upon termination. She said the bonus could be fixed at any amount and it was intended to reward extra -ordinary work performance. Mayor Gonzales spoke about recent Council action to do away with Civil Service status for executive personnel and indicated that two department heads were recently hired under the new policy. City's Birthday Celebration Councilmember Cook reported that on Saturday, July 9, 1994, the City had celebrated its 107th birthday with a spectacular fireworks show. The stadium was filled with people, and hundreds more surrounded the area. She declared it was truly a coming together of the people in Colton. She praised the work by the Police Department, its Explorers group, the Fire Department, the Recreation Department and most particularly, Special Events Coordinator Cecilia Hernandez.
