(16) Special Assessments <br />Approve Resolution for Annual Assessment for Improvement <br />District "A" (James Sullivan Water,) RESOLUTION NO. R-81- <br />94. <br />(17) Election <br />Authorize Calling and Giving Notice of General Municipal <br />Election to be held November 8, 1994, RESOLUTION NO. R- <br />82-94. <br />Motion by Councilmember Cook, seconded by Councilmember Beltran, to <br />approve Consent Calendar except for Item Nos 1 which is tabled for <br />the next meeting. Unanimous vote. <br />Agenda Item 1 <br />Councilmember Bennett called attention to the proposed set of <br />minutes for the meeting of June 21, 1994, specifically, Page 5, <br />third paragraph. She requested that Mr. Albiso's reference to <br />$5,000 be included as part of the record. City Attorney Biggs <br />suggested that a verbatim transcript be prepared. <br />City Clerk Ramos stated that a verbatim record is not prepared by <br />her office, nor is it required. She staunchly defended the <br />preparation of the minutes as a subjective process with a <br />descriptive summary of what has taken place at the Council's <br />meetings which includes careful listing of all motions and <br />subsequent vote. <br />Councilmember Beltran argued that there are times when certain <br />things are said and need to be a part of the record and Council <br />Members should have the right to make such a request. <br />Mayor Gonzales supported Council's right and with consensus of City <br />Council, he directed that Councilmember Bennett and City Clerk <br />Ramos review that portion of the tape in question. Mayor Gonzales <br />declared Item 1 tabled until the next Council meeting. <br />Agenda Item No. 8 <br />Councilmember Bennett requested that the hiring freeze continue <br />until after the budget review. Interim City Manager Winter <br />indicated that it was not the intent of this request to eliminate <br />the hiring freeze. He requested that this reference be deleted and <br />that the extension as to Ms. Baden be considered.
