PUBLIC COMMENT <br />Wastewater <br />Mr. Fred Cordova asked to speak on Items 27 and 28 at this time as <br />he had another commitment and he would not be available at a later <br />time. He informed Council of the Utilities Commission's approval <br />of the water study to bring the operation of the sewer back to the <br />City where it is anticipated that the City will realize savings of <br />one-half million dollars in the first year and one million dollars <br />savings every year thereafter. He urged City Council's approval. <br />Electric Rates <br />Mr. Cordova, 190 West E Street, related that after a one-half year <br />of study an agreement was reached. He stated that there were three <br />town hall meetings which were attended by a total of eleven people. <br />He urged the citizens of Colton to take interest in their city. He <br />agreed that Council would have a difficult decision to make on this <br />subject. He said that the City of Riverside charged $1.00 per <br />month which goes into a special fund to be used when citizens <br />cannot pay their electric bill. He declared that the program is <br />difficult to operate. If within the year no one applies, the City <br />will be faced with having to distribute the fund. <br />Intent to Recall Beltran <br />Mr. Arthur Ramos, 1110 Pennsylvania Avenue, proceeded to the dais <br />to serve Councilmember Beltran with Notice of Intent to Circulate <br />Recall Petition. Mr. Ramos read the items which charged Member <br />Beltran as follows: (1) Engaging in self-serving political <br />practices resulting in the loss of over 10,000 jobs for the <br />residents of Colton; (2) Engaging in self-serving political <br />practices resulting in the loss of over one million dollars in <br />sales tax revenue for the City of Colton; (3) Engaging in self- <br />serving political practices resulting in the on-going <br />discrimination against persons of Mexican -American descent; (4) <br />Engaging in self-serving political practices in violation of the <br />Brown Act; (5) Engaging in self-serving political practices in <br />direct conflict with the best interest of the residents of Colton <br />for personal financial and political gain; and, (6) Engaging in <br />self-serving political practices in an effort to deny the residents <br />of Colton information disclosing unlawful activities by members of <br />the City Council. <br />City Business <br />Mr. Mel Albiso, 2575 Carbon Court, said he was disturbed to hear <br />Mr. Cordova's remarks that people do not care about the City. He <br />stated that people are disillusioned with its Council where Members <br />do not listen and do not act.
