He complained that he could not get help from his own council <br />representative from District 5, and requested the Mayor's <br />intervention with the problems in the Reche Canyon area. He said <br />there was a development, reported to be Councilmember Beltran's <br />development which was in receivership or bankruptcy. He stated he <br />needed help in getting the mess cleaned up. There are weeds 112 <br />years old and 10 miles high in front of the complex and the road is <br />sinking in about 2 feet." <br />He asked the City Attorney and City Manager if CPOA was identified <br />as a collective bargaining unit, to which, Interim City Manager <br />Winter answered "No." Mr. Albiso complained about this direct <br />conflict of use of public facilities and he demanded action. <br />Mr. Albiso asked City Attorney Biggs if she looked at the <br />statements of economic interest forms. More particularly, he had <br />obtained copies of 1992 and 1993 filings by Councilmember Bennett <br />and her husband and found that no income was reported by either <br />one. He wondered how they could afford a $200,000 home. He <br />stated, "..I'm just reporting you the issue because if you don't <br />act upon it then we'll take action on our own to bring an outside <br />agency for it. So, I would appreciate you looking into that as to <br />how that transaction can acquire, especially in light of the City <br />is missing $500,000, in funds supposedly funding in the reserve <br />account." <br />City Attorney Biggs informed that income from government source is <br />not reportable. Additionally, she stated that the city attorney <br />does not inquire about the personal finances of Council Members. <br />The City Attorney is called upon only when there is an enforcement <br />question as to filings. <br />Closed Session Restriction <br />Mr. Longfield spoke on Item 30 and suggested that any draft <br />regarding proposed discipline for disclosure of closed session <br />discussion should include commission members. <br />MAYOR AND COUNCIL ITEMS <br />Retirement Presentations <br />Mayor Gonzales read and presented Retirement Resolutions to <br />Electric Utility Director Gale Drews for 36 1/2 years of service; <br />to Fire Captain Edward Cortez for 23 years of service; and to Fire <br />Captain Don F. Ewing for 28 years. Mayor Gonzales stated that a <br />Retirement Resolution would be mailed to Administrative Secretary <br />Marcia A.
