Councilmember Rios inquired if the owners were present. Associate <br />Planner Dalquest stated that a picture of the site is taken when a <br />plaque is presented to the owners. <br />Mayor Gonzales asked for public comment. Hearing none, motion by <br />Councilmember Rios, seconded by Councilmember Cisneros, the public <br />hearing was terminated. Unanimous vote. <br />Motion by Councilmember Cisneros, seconded by Councilmember Rios, <br />to accept staff recommendation and adopt Resolution No. R-73-94. <br />Unanimous vote. <br />RESOLUTION NO. R-73-94 - A RESOLUTION OF THE CITY COUNCIL OF THE <br />CITY OF COLTON PROVIDING FOR THE <br />DESIGNATION OF A HISTORICAL LANDMARK <br />WITHIN THE CITY OF COLTON. <br />STAFF REPORTS: <br />RECREATION AND HUMAN SERVICES DIRECTOR'S REPORTS AND <br />RECOMMENDATIONS: <br />Child Care Program <br />Recreation and Human Services Director Anstine thanked the City <br />Council, especially Mayor Gonzales and Councilmember Rios, for <br />assistance at a recent awards presentation. <br />Director Anstine reported that the department's Child Care Program <br />operates six facilities and that recent audits disclose that the <br />Child Care Section is operating in a deficit, anticipated at <br />approximately $200,000 for the current fiscal year. <br />The reasons for the deficit are overstated revenues by prior <br />departmental administration; employee discounts/ promotions to City <br />and School District personnel and the reclassification of teachers <br />and site supervisors from part-time temporary to permanent status <br />which increased employee benefits. The program has continued to <br />sustain losses that have impacted the general fund balance. <br />Having reviewed the circumstances, Director Anstine outlined <br />Staff's proposal to increase child care fees by 8 percent; <br />immediate termination of employee discounts/promotions and the <br />recommended closure of two child care centers, plus the <br />reclassification of certain staff positions. <br />For purposes of discussion, Councilmember Sandoval, seconded by <br />Councilmember Rios, moved to accept staff recommendation. <br />Councilmember Sandoval inquired about the closure of child care <br />centers.
