(18) Contract <br />Approve Award of Contract for Katz Well. <br />(19) Grant <br />Authorization for Staff to Apply for Grant Funds under <br />the Older Americans Act and Adoption of RESOLUTION NO. R- <br />66-94. <br />(20) PULLED FOR DISCUSSION. <br />(21) Claim <br />Denial of Claim of Margaret Ramirez. <br />(22) Personnel <br />Approve Request from Human Services Department to fill <br />Two Currently Budgeted Part-time Childcare Teacher and <br />Childcare Recreation Leader Positions. <br />Motion by Councilmember Cisneros, seconded by Councilmember <br />Sandoval, to approve Consent Calendar except for Item Nos. 2, 8, 9 <br />and 20. Unanimous vote. <br />Item No. 2 - Warrants <br />Indicating that he did not agree with the warrants/pay outs, <br />Councilmember Beltran said he knew the City has sole source <br />contractors in the area of public works. He noted that $36,000 are <br />going back out and Councilmember Beltran declared that until <br />requests for qualifications and proposals are obtained, he would <br />not give any money to one sole source contractor. Further, he <br />requested that all payments to McGladery and Pullen be withheld. <br />Motion by Councilmember Sandoval, seconded by Councilmember <br />Cisneros, to approve Agenda Item 2, regarding warrants, passed <br />with Councilmember Beltran voting "No." <br />Item No. 8 - Computer Software <br />Councilmember Bennett questioned why this item was being pulled as <br />recycling department needed the computer for tracking purposes to <br />ensure that the City meets the dictates of AB939. She warned that <br />failure to meet the requirement by January of 1995 would subject <br />the City to a $10,000 per day fine. To budget inquiry, Interim <br />City Manager Winter reported that funds were budgeted. He <br />indicated that overall, the budget will not be in the black. <br />Interim City Manager Winter stressed that AB939 is mandated by the <br />State and the City will have to meet the requirements. <br />Motion by Councilmember Sandoval, seconded by Councilmember <br />Bennett, to approve the purchase of a computer system for the <br />purpose of tracking AB939.
