CCD program, ministry to the sick and the counseling <br />of cancer patients. <br />PUBLIC HEARINGS <br />Zoning - Property Maintenance <br />Mayor Gonzales announced that this was the time and place fixed for <br />Consideration of an Amendment to Chapter 18.56 of the Colton <br />Municipal Code (Zoning Ordinance) relating to Property Maintenance, <br />File Index Number DO -04-94. <br />Mayor Gonzales declared the public hearing open. <br />City Clerk Ramos submitted the Affidavit of Publication and <br />reported no protests or objections were received. <br />Community Development Director Zamora reported that the Planning <br />Commission, by their Resolution No. R-01-94, approved of an <br />amendment to Title 18 of the Municipal Code regarding the Zoning <br />Ordinance. This amendment will impose greater restrictions upon <br />property than is presently required and additionally, this <br />amendment will allow the City to exercise discretion in the <br />abatement of Municipal Code Violations, specifically, non -health <br />and safety issues. It lists any violation thereof as an <br />infraction. <br />Director Zamora informed that staff is presently abating <br />substandard buildings and hazardous or unsanitary premises in <br />compliance with the Uniform Housing Code, 1991 Edition. Under the <br />new provisions, items in the existing property maintenance chapter, <br />not covered by UHC, will be addressed through this amendment so <br />that those items can also be abated and brought into compliance <br />with the City's codes. If a declared nuisance is not completely <br />abated by the owners within the time prescribed in the Code <br />Enforcement and Housing Advisory Appeals Board order, staff would <br />be authorized to cause said nuisance abated by either City crews or <br />private contract. The abatement cost shall constitute a special <br />assessment against respective property and, upon recordation with <br />the County Recorder, shall constitute a lien on the property for <br />the amount of said assessment. <br />The Code Enforcement and Housing Advisory Appeals Board has been <br />reestablished with its primary focus on hearing and deciding <br />appeals of orders, decisions or determinations made by the Building <br />Official on the interpretations of the Uniform Housing Code and the <br />Property Maintenance Chapter of the Zoning Ordinance.
