There was lively, heated debate and discussion with the following <br />persons speaking in favor of the Police Chief appointment: John <br />Sierra, Mel Albiso, Gil Navarro, Elaine Trujillo -Lightfoot, Frank <br />G. Reyes, Jose Peralez, Sal Rios, Ray Lopez and Fr. Michael <br />McNally. <br />Speaking for implementation of an Affirmative Action Program were <br />the following persons: Don Sanders, Josef B. Britt, Bill <br />Kalogonis, Gwen Brown. <br />At 8:20 P. M., Mayor Gonzales declared a brief recess. <br />At 8:36 P. M., the Meeting reconvened with all Members present as <br />heretofore. <br />Making a presentation in opposition to the Police Chief appointment <br />were the following persons: Lt/Col. Charles S. Jackson, Rev. <br />Robert Johnson, John Longfield, Suzan Carr. <br />Messrs. Martin Vega and Jim Pedicord made observations and <br />expressed opinions on the subject. <br />Motion by Mayor Gonzales, seconded by Councilmember Sandoval, to <br />accept City Manager Young's recommendation for appointment of Lt. <br />Steve Cabral as Acting Chief of Police. <br />Councilmember Cisneros clarified the action proposed by the motion <br />--that Council will appoint the Acting Police Chief. Mayor <br />Gonzales responded that the City Council action was to ratify the <br />City Manager's appointment. City Manager Young affirmed that this <br />action, only, was within the City Council's authority. City <br />Attorney Biggs read Municipal Code Section 2.16.070(b) regarding <br />the City Council's authority. Councilmembers Beltran, Bennett, <br />Cook and Mayor Gonzales and Councilmember Rios contributed to the <br />ensuing discussion. <br />Mr. Fred Cordova cautioned City Council that they were about to <br />take action that was critical. With the resignation of Captain <br />Lunsford, if there was no appointment tonight, the City would be <br />without a police chief. <br />Mayor Gonzales directed the City Clerk to take a roll call vote. <br />Councilmember Bennett requested that the vote start at the opposite <br />end of the dais. City Clerk Ramos alternated the call. <br />The previous motion to ratify the appointment of Lt. Steve Cabral <br />as Acting Police Chief carried upon unanimous vote. <br />AGENDA REVIEW: <br />As requested, Agenda Items Nos. 2, 20, 26 and 28 were pulled from <br />Consent Calendar for individual discussion. <br />2 <br />MAR 15 1994 <br />
