Proclamations <br />Mayor Gonzales proclaimed the following observances: National <br />Historic Preservation Week, May 8 - 14, 1994, document accepted by <br />Director Zamora; National Insurance Women's Week, May 15 - 21, <br />1994; and, Medical Transcriptionist Week, May 15 - 21, 1994, <br />document accepted by Tina Barton. <br />Boards & Commissions <br />Community Development Director Zamora reminded City Council that in <br />April an ordinance was passed creating the Code Enforcement and <br />Housing Advisory Board. With this ordinance now in effect, <br />Director Zamora invited appointments to this board. <br />Affirmative Action Plan/Selection of Consultant <br />City Attorney Biggs reported that the Affirmative Action Committee <br />met on April 21, 1994 and it was the consensus of those present <br />that recommendation be made to the City Council regarding the <br />selection of a consultant to assist the City in the development of <br />an effective Affirmative Action Plan. <br />After discussion on whether to have staff prepare an Affirmative <br />Action Plan, it was determined that selection of an independent <br />consultant, who could devote full time to the project, would be an <br />efficient way to proceed. A professional consultant present at the <br />above meeting stated that the preparation of a plan would probably <br />take 30 days with an estimated cost of $5,000 - $6,000. <br />Further, the Committee suggested that the Request for Proposal, as <br />researched and compiled by Mr. Mel Albiso, should be used to <br />advertise for three weeks for said consultant. The RFP included <br />criteria for the Scope of work, Time Requirements, Compensation and <br />Submission of Proposals. <br />Motion by Councilmember Beltran, seconded by Councilmember <br />Sandoval, to accept and approve the recommendation for the <br />selection of a consultant to develop an affirmative action plan and <br />to adopt the Request for Proposal. Unanimous vote. <br />Bilingual Pa <br />Councilmember Bennett said additional information had been provided <br />and she asked for reconsideration of this subject. Mayor Gonzales <br />read City Manager Young's agenda report of April 11, 1994, where he <br />indicated that after appropriate research and review, a proposed <br />policy on bilingual pay was now ready for consideration. <br />Motion by Councilmember Cisneros, seconded by Councilmember <br />Bennett, to accept staff recommendation and approve the bilingual <br />policy for implementation. <br />4 <br />
