Councilmember Beltran questioned the amount of people to be <br />designated as interpreters, per department. He found the projected <br />cost of $29,900 to be exorbitant and suggested that by cutting <br />numbers, that the City could save one-half of the anticipated <br />costs. <br />Mr. Mike Lynd, representative of San Bernardino Public Employees <br />Association, stated he could not address the question regarding <br />numbers rather he wanted to re-emphasize the fact that <br />implementation of such a policy was 5 months behind being <br />fulfilled. He reminded Council that this action was not <br />discretionary but an obligation under the terms of the Memorandum <br />of Understanding. Mr. Lynd declared the City had promised that a <br />policy would be developed and it was now appropriate to approve and <br />adopt the policy so that it can be implemented in June. <br />Discussion ensued regarding practice and procedure. Acting City <br />Manager Drews stated that any request will go to the department <br />head and, if approved, will proceed to the Personnel Director for <br />review and approval and then go to the City Manager for final <br />approval. <br />Mayor Gonzales directed the City Clerk to proceed with roll call. <br />Motion carried upon unanimous vote. <br />PUBLIC HEARINGS <br />Thermal Combustion Innovators <br />Mayor Gonzales announced that this was the time and place fixed for <br />Public Hearing to Consider an Appeal of Planning Commission's <br />Decision Concerning File Index Number DCV -54-94 relating to Thermal <br />Combustion Innovators. <br />Mayor Gonzales declared the Public Hearing open. <br />As requested by TCI, Mayor Gonzales declared the public hearing <br />continued to June 7, 1994 <br />STAFF REPORTS: <br />CITY ATTORNEY'S REPORTS AND RECOMMENDATIONS: <br />Placement of Printed Materials <br />City Attorney Biggs reiterated advice given on April 5, 1994, that <br />the City may control use of City -owned facilities even if some <br />restrictions are imposed on speech. The key is that the <br />regulations be content -neutral and limited to matters of time, <br />place and manner of display or distribution of materials. She <br />submitted the resolution for consideration. <br />5 <br />
