bill the sewer plant and the funds should be available to the <br />department that performed the work. <br />Utility Billing <br />Mr. John Hutton said there was rumor and innuendo about a <br />Councilmember's family member who had received special <br />consideration on utility billing. Mr. Hutton asked if there was <br />such a policy and if so, could it be extended to seniors. City <br />Manager Martinez indicated he would investigate the matter. <br />Billboards <br />Mr. Donald Sanders, 1445 N. Teresa Avenue, said he was speaking <br />both as citizen and candidate. He reminded City Council of its <br />position on billboards in 1993 and said that a 9 -page settlement <br />agreement between the City and Adams Advertising needed to be of <br />public record, as the accord was reached in a closed session of <br />this body. <br />City Attorney Biggs stated the agreement was a public document and <br />available to public scrutiny. This agreement was signed by three <br />Councilmembers, in July of 1993, which authorized the City Manager <br />to act on their behalf and this will happen if CalTrans will <br />authorize Adams Advertising. CalTrans is a reluctant source of <br />income to the City. <br />Mr. Sanders said that everything Adams Advertising asked for was <br />allowed by agreement if CalTrans approves. City Attorney Biggs <br />said that this was hypothetically correct. <br />Contracting Out <br />Mr. Sanders indicated that as to contracting out, the City does <br />contract out, to EDCO, in the West Valley. Mayor Gonzales said <br />that the City is looking at the $44 Edco charges for pick-up versus <br />$36 the City charges. Mayor Gonzales expressed the opinion that <br />the City picks up and provides cheaper rates and it was his <br />recommendation that the City provide this service. Mr. Sanders was <br />enthusiastic about the recommendation as the West Valley residents <br />felt excluded and, additionally, this would create jobs. <br />Councilmember Cisneros for the record stated that City Council had <br />received plenty of complaints about this matter. Staff had been <br />notified and the then city manager felt that until enough manpower <br />and trucks were available that nothing could be done. <br />Political Forum <br />Mr. Sanders asked why organizations such as the Women's Club, <br />Kiwanis, etc., did not offer the opportunity for a candidates <br />forum. City Attorney Biggs cautioned the assembly that this a <br />public forum not a campaign forum. <br />NOV 1 " ?994 <br />
