regarding the Selection of Projects to be Submitted for <br />Community Development Block Grant (CDBG) Funding <br />Consideration for 1995-96. <br />(17) Fleming Park <br />Approve Colton Chamber of Commerce's Request for <br />Permission to hold the Annual "Christmas in the Park" <br />Parade, Commencing 10:00 A. M. on Saturday, December 10, <br />1994, Marching from "O" Street and La Cadena Drive, North <br />to City Hall and Approve Request to Use Fleming Park for <br />the Subsequent Program. <br />Motion by Councilmember Sandoval, seconded by Councilmember Cook, <br />to approve Consent Calendar except for Item Nos. 3, 4, 5, 6 and 8. <br />Unanimous vote. <br />PUBLIC COMMENT <br />Miscellany <br />Mr. Charles Jackson, 2568 E. Topanga Way, found deplorable a recent <br />student demonstration where they walked on private property, <br />trampled flowers, brought signs down and that there were adults <br />urging the students to go forward. He found that staying out and <br />in the background were the Police Department and Fire Department. <br />He commended and applauded them. <br />Mr. Jackson charged that Mayor Gonzales and Councilmember Sandoval <br />were unjust in their accusations of racism and in their request for <br />an FBI investigation of the Police Department. He demanded an <br />apology to the citizens and the Police Department. He also <br />demanded an apology to Councilmember Bennett for their <br />intimidation. <br />Mayor Gonzales stated he did not feel the need to answer Mr. <br />Jackson's demand. He declared that he and Councilmember Sandoval <br />had acted because they believed the Police Department was out of <br />control at that time --morale was low. He indicated that they were <br />not privy to any information and that the investigation is ongoing. <br />In regard to the demand for an apology, Mayor Gonzales maintained <br />he did not owe one. City Attorney Biggs indicated that following <br />the last time Mr. Jackson had inquired, she contacted the FBI who <br />informed her that they can neither confirm or deny therefore it is <br />impossible to report on an FBI investigation. <br />City Treasurer <br />City Treasurer Michael Williams, 2125 Wild <br />had been advised by the City Attorney that <br />to address the City Council about what <br />misconduct of the City Manager.
