Refuse Haulers Mr. Fred Cordova, 190 West "E" Street, Chairman of Utilities Commission, stated Item 15 on the Consent Calendar of the last Council Meeting was pulled from the Agenda and it was referred to the Utilities Commission for study. The Utilities Commission worked hard on this subject and it was to be placed back on the Agenda. He wanted to know why it was not been placed on the Council Agenda. Councilmember Beltran requested that a Joint Study Session of the City Council, Utilities Commission and Private Haulers be held prior to placing this item back on the Agenda. Councilmember Sandoval expressed that this item has been bantered around and it is time for the Council to take some firm action and get around the politics. Council was divided on the issue of going forward with a Study Session vs without a Study Session. City Attorney Biggs cautioned the Council to refrain from discussing the substance of this item and to focus the discussion on whether or not to hold a Study Session or to place the item on the next Agenda. Moved by Councilmember Cisneros, seconded by Councilmember Beltran to hold a Study Session with all parties involved and with all studies and information provided before the Study Session. City Attorney Biggs advised that a motion during Public Comment was not in order. By consensus of the City Council, a Joint Study Session of the City Council, Utilities Commission and Refuse Haulers, will be held. City Manager Martinez will coordinate date, time and location. Youth Board Update Ms. Rita Coronado, Youth Projects Coordinator, reported the Council at its last meeting requested a status report on the Youth Board. Coordinator Coronado reported the Council established the Youth Board in September 1993 and each Councilmember has an appointed representative on the Board. The Board also included students appointed by the Colton School District - two from Colton High School, one from Slover Continuation, and one from Washington. She introduced the new members coming on board as a result of graduates leaving the Board. Introduced were: Augie Ramirez, R.C. Heredia, Natalie Vega and not present but appointed at last Council Meeting was Melinda Kong -Go. Ms. Coronado reminded Councilmembers Cisneros and Sandoval of their need to make new appointments to the Board. 4 OCT 18 1994
