Refuse Haulers <br />Mr. Fred Cordova, 190 West "E" Street, Chairman of Utilities <br />Commission, stated Item 15 on the Consent Calendar of the last <br />Council Meeting was pulled from the Agenda and it was referred to <br />the Utilities Commission for study. The Utilities Commission <br />worked hard on this subject and it was to be placed back on the <br />Agenda. He wanted to know why it was not been placed on the <br />Council Agenda. <br />Councilmember Beltran requested that a Joint Study Session of the <br />City Council, Utilities Commission and Private Haulers be held <br />prior to placing this item back on the Agenda. <br />Councilmember Sandoval expressed that this item has been bantered <br />around and it is time for the Council to take some firm action and <br />get around the politics. <br />Council was divided on the issue of going forward with a Study <br />Session vs without a Study Session. City Attorney Biggs cautioned <br />the Council to refrain from discussing the substance of this item <br />and to focus the discussion on whether or not to hold a Study <br />Session or to place the item on the next Agenda. <br />Moved by Councilmember Cisneros, seconded by Councilmember Beltran <br />to hold a Study Session with all parties involved and with all <br />studies and information provided before the Study Session. <br />City Attorney Biggs advised that a motion during Public Comment was <br />not in order. <br />By consensus of the City Council, a Joint Study Session of the City <br />Council, Utilities Commission and Refuse Haulers, will be held. <br />City Manager Martinez will coordinate date, time and location. <br />Youth Board Update <br />Ms. Rita Coronado, Youth Projects Coordinator, reported the Council <br />at its last meeting requested a status report on the Youth Board. <br />Coordinator Coronado reported the Council established the Youth <br />Board in September 1993 and each Councilmember has an appointed <br />representative on the Board. The Board also included students <br />appointed by the Colton School District - two from Colton High <br />School, one from Slover Continuation, and one from Washington. She <br />introduced the new members coming on board as a result of graduates <br />leaving the Board. Introduced were: Augie Ramirez, R.C. Heredia, <br />Natalie Vega and not present but appointed at last Council Meeting <br />was Melinda Kong -Go. <br />Ms. Coronado reminded Councilmembers Cisneros and Sandoval of their <br />need to make new appointments to the Board. <br />4 <br />OCT 18 1994 <br />
