next City Council to place the City Manager; however, the <br />recruitment process was already underway. The City Council wanted <br />to appoint a permanent City Manager; therefore, the Council acted <br />to appoint Mr. Martinez. <br />Proposition 186 <br />Mr. Fred Cordova, 190 West E Street, distributed pamphlets on <br />Proposition No. 186. Identifying Prop 186 as dangerous, Mr. <br />Cordova spoke against government run health care; against an <br />enormous tax increase for small businesses; against a huge personal <br />tax increase; against billions for bureaucracy and politicians and <br />against rationing of medical services and procedures which create <br />long lines, rationing and waiting lists. <br />Mr. Cordova said he would return in mid-October to ask the City <br />Council for a resolution in opposition to Proposition 186. <br />Colton Boxing Club <br />Mr. John Aguilar, 1625 S. Alston Avenue, came to ask if City <br />Council was supportive of a facility for the boxing club. He <br />submitted copy of the Council's minutes dated 2-4-92 which included <br />the 5 -year plan, prioritized, for fiscal year 1992-93. Mr. Aguilar <br />wondered if this was worth pursuing or he could end it. He spoke <br />of bad relations with boxers and said this was getting to the <br />parents, a hardship that need not be suffered. <br />Utility Bills <br />Mr. John Longfield raised questions about his utility bill in <br />writing to City Council and said he received responses from Acting <br />City Manager Winter and Councilmember Bennett. He complained about <br />the $5.00 surcharge for terminating services and an intimidating <br />warning notice alluding to a 48-hour notice of impending shut-off. <br />As to Agenda Item 21 regarding Proposition 187, Mr. Longfield asked <br />if City Council was not in violation of its resolution No. R-100- <br />94, prohibiting officers and employees from discussing political <br />issues during working hours. City Attorney Biggs was intrigued by <br />the question as she found the City Council was not exempt from the <br />resolution. She found that while the government body could not <br />dictate to people how they were to vote, it was appropriate to <br />discuss proposed legislation and adopt a resolution stating its <br />position. The City Council has no power to command; it can express <br />an opinion. <br />Colton Boxing Club <br />Mr. Christopher Gahr explained the Colton Boxing Club had appeared <br />before the Council at its last meeting and he asked if the Council <br />_.. had found a location for the group.
